Basically training procurement will mean you can place a buy order remotely upto X jumps away.

Without Visibility skill however the buy orders range is only station. Training visibility skill enables you to increase the buy order's range if you so decide.

Both of these skills apply only to REMOTE BUY ORDERS. You can have any buy order range if you place the order locally at the station.

If you are in space, and create an order for Jita 4-4, you need Procurement.

If you are in space, and create an order for all of Jita, or X hops from Jita, you need Visibility.

If you are docked in Jita, you can create an order for X hops from Jita without any special skills at all.

The higher you train Procurement/Visibility the farther away from Jita you can be when you create the order. You must still be in The Forge region to create orders in Jita.

The remote order creation/modification skills are great to have to avoiding Jita lag when trading there. For example, with Marketing, Procurement, and Daytrading at level 2, you can sit next door in lag-free Perimeter and still carry on trading just the same as if you were docked in Jita 4-4.

if I'm in space in jita and I buy using a station in the same solar system so in jita, I need procurement.

if I'm in space in jita and I buy using a station in some other solar system so not in jita, I need visibility.
