If armour had the ability to rep at the beginning of cycle combined, along with passive omni resist mods and ability to utilise slave implants, they would dominate over shields, making buffer shield tanks considerably less effective in comparison....

Logi lvl4 scimitar can be more useful than a lvl4 basi. The scimi can be made stable quite simply by rather than using tracking links you fit cap rechargers. Cap chains are just a hinderance at least lvl5 basis allow cap to be passed to other ship...
