Get an 8800GTX, or one of the new G92-based 8800GTSs. Adding another 7950GX2 won't give you much in the way of extra speed because NVidia's quad-SLI drivers are very poor quality and have huge performance and compatibility issues.

Presuming that's $200 US, the Radeon HD3850 is by far the best card in that price range. The faster HD3870 is a bit more expensive but the price is supposed to be coming down in the next week or two.
