Citadels aren't considered to be stations, and like many other parts of EVE, fleets haven't been updated to properly handle them yet. The same behaviour can be observed in-game as well, and has been present since the initial Citadel release.

And what if that person didn't do that? The citadels wouldn't end up on your list, at least not until someone else stumbled upon them. With a public API, the location of every citadel would be published almost immediately.

Not really. The IGB is based on Chromium version 3, so you might try finding a version of that. But spending any amount of time supporting the IGB is an utter waste of it at this point. I'd suggest you use something like this to deter any visit...
