I just flew thru 10 regions of null sec, sov space. What I did was look at planets in station systems. I analyzed planets for their PI levels in anticipation of dust. What I found is this... Almost zero null sec, sov planets have PI on them......

I think that is a fair compromise--I have yet to meet a "scan bot" that can scan down sigs then make bookmarks, then drop them in a can in a pos... I would do this however, 1) all grav sites need starting rats that a mackinaw or hulk cant tank ...

I think you misread this... The t2 bpos would be locked in NPC stations in 0.0 and null sec... There are over 1000 stations in 0.0 and null sec that NO ONE has sov over, except that faction... Imagine you go to dead end low sec in amarr space. ...
