I'm not totally which side is right on this, but one thing to consider: turrets have 2 kinds (tracking computers and tracking enhancers) of modules plus rigs to increase tracking speed and range. Missiles have no such modules to increase their exp...

Uhhhhh its still worse pretty good against T2 ships, and even pretty well against T3, since not all T3 will have the dissolution sequencer subsystem. IT is pretty standard for a good ECM pilot to have ~12 ECM strength, so let me list some T2 ship...

Not really, a single falcon can cripple entire mid size gangs, no other EWAR ship can do that, it is incredibly unbalanced. (Don't think im just bitching because I am on the losing side of ECM, I a a falcon pilot myself.

missiles are doing alright for pve, but almost all the good pvp fleets i am running into are using guns, missiles do have a disadvantage with the delay in damage and T2 ammo penalties, its not fun to have SP in something not too good for pvp. I do...

I like that idea, though to really justify having it as a new module as opposed to using the curret day smartbombs it would have to have some other kind of attributes, like no damage, longer cycle time and increase range for example
