Something like this definitely has potential for a great game. However, EVE was not designed with that concept in mind. I don't see how CCP could add such a thing now, even if they liked the idea.

It's true that anything other 800 cap charge is rather useless However, I believe the current cap booster mechanics are well tuned to general PvP balance. I see no reason to mess with it.

I support external docking for supercaps if and only if they remain targetable - just like station services are. Aggro timer wouldn't matter as lock shouldn't even brake when supercap links to station.

Not acceptable. This proposal keeps too much of local intact. At very least, NPC regions should not have local. They are the most important 0.0 regions for small scale PvP. And since all 0.0 choke points have alliance sov, it'd be too easy for all...

I think the current logistic cruisers are powerful enough Having logistics in a battleship class is actually worse. Battleships are much slower, easier to tackle. They'll be more vulnerable in gang fights. Fast and small logistics is much better....
