I remember when I started playing that sanctums took 3 or 4 battleships to run in a fleet. Now I can solo a sanctum or heaven in an Ishtar or most cruisers. Up the NPC stats not take down the ship stats.

A reasonable number of pilots would depend on ships size. Battles ships would be less pilots however i could see 100 rifters being shuttled around as an abuse. Might want to say max of 20 pilots per super carrier.
