Simple idea really... remove/delay local or make it so you don't show up unless you speak. Helps promote pvp/ganking/roams etc. HOWEVER If you have high level sovereignty, you should be able to anchor the old (and currently removed) System Scan...

Did you upgrade your links to handle the increased load? One of the problems with the new ECU is that with more than, I think, 4-5 heads on it, your link is severely overloaded. I have to upgrade mine 2-3 times just so they can handle the volume.....
