You need a corp standing of 6.67 with the station owner. On a standing that high the benefit of social skills becomes fairly insignificant, and if it works like the tax rate then any social skill bonuses are ignored for the calculation either way...

Maybe a dumb question, but when would you want to use an omni ECCM instead of a racial? I can see the point of omni jammers, but if any given ship only has one racial sensor type, what's the benefit of boosting all 4?
