No, the pilot has to have a sec status of less then -5.0. Only 0.0 space has no penelty for PVP. Space with sec status or 0.1 to 0.4 concord will not come out and find you but you will take sec status hit yourself i do believe. ===================...

I might have survived if I could get back all the time I spent trying to figure out what the warning box about targeting another player was and how to keep it from coming back up, before I was targeted and then webbed. Never got off a single shot....
