They vary by faction and by rating. 1/10,2/10, and some 3/10s are ideally suited for frigs. Cruisers can enter 3/10 and above to my knowledge and battle cruisers can enter serpentis 4/10s and other complexes of a greater difficulty. I *think* 6/10...
