Astarte will outdps Proteus or will have more utility - 2 utility highs for small neuts, RLMLs vs frigate sized targets are a bonus, price is lower too and one more thing - T3's still do not get a balance pass - who knows how they will be affected...

I like the idea in general. Only one thing I can think off to be checked forbalancing - High sec POS bashing. Just not to make it too easy. But that is somehow balanced by having reduced requirements for POS setting up.

I'm a bit concerned about role bonus instead of per-level bonus. With new stats we can take Gila and like one week char - he could dish out a lot of DPS with quite a EHP. And take several of those and drone assist. Also those tech 1 drones buffs.

I'm a bit conservative on role bonus instead of /per level bonus. Lets say in case of Worm a 1-2 days char (or alt with drone assist) will have (add) like 200ish pretty much unkillable drone dps. And I have not too much familiar with drone assist...

Altrough reactive drones behaviour might be improved (they will not attack if no NEW agression after they are deployed and if you are jammed and already agressed before that - you are not returning fire) But proposed behaviour would really help ...

I like the idea in general and just to add - time to produce the book should be also related to complexity of the content (related to skill level). So skill level 1 book should be much "thinner" than skill level 10 book :)
