I have an idea to kill 2 birds with 1 stone Make deep space probes useful. Allow deep space probes a chance to scan out cloaked ships. This will not nerf cloaked ships, only afk cloaked ships.

Actually I think any command/bc/strategic cruiser(with subsystem) can fit as many links as they have room for..BUT all of them can only activate 1 at a time, except fleet command can activate 3.
