Yes, this is exactly what I suggest. If I can choose where to store cache, why not where would I keep settings? And settings about storing settings can be in simple text file NAME=VALUE base in exe dir.

Yes, I know what AppData serves for. I am developer and for the last 15 years, no one in the right mind ever use Window's everchanging ways to do things. Just because of things like this, and because it is everchanging.
