According to CCP Soulblighter , you can do "Stop Ship" and it will cancel the jump, assuming it applies when having used Jump to initiate warp, rather than warping and queuing Jump in warp.

Sounds to me like it decreases the module cycle time. A 10s cycle is twice as good as a 20s cycle, since you have twice the chance, ECM being chance based, to make it work in the same time frame. Of course, I could be completely wrong
