I'll throw my vote in that POSes definitely need some work. I've lived out of a POS in a WH and nullsec and I've used them in highsec and it's always a massive pain. They really do need some work, the sooner the better.

I'm not sure. Despite the resist bonus, I think that the Ishtar's natural T2 resist bonus is still stronger when it comes to resists (specifically against Kin/Therm damage). If it is doable, you'll probably have to drop a lot of ISK on DED modules...
