I do believe tracking is your problem. I would only switch to pulses if you can use T2. If you cant, T1 pulses range is kind of a problem.

If anyone wants to bounce off of a sun, just send me a mail in game and I can arrange it for you. I got a bookmark of the sun by flying straight towards it at 5 kms a second for 5 days straight. It throws you really REALLY far.

You might want to consider using beams. In alot of cases, pulses dont shoot far enough. Especially if you are using T1 pulses. As mentioned above, ues an afterburner. MWDs dont work in most missions. Lastly, dont assume you have to fit 8 beam lase...

Usually it is good to have 2 tracking disruptors. I would get rid of the web. If you have an afterburner, you should be able to keep up with other afterburner ships anyway. Also, since you have a scram, mwd ships shouldn't be a problem.

A heat sink isnt actually a heat sink for overloading. It is the laser damage mod. The more of them you put on, the more damage your lasers do passivly.

Honestly I think I know his problem. When most people get into cruisers, they assume they have to put cruiser guns on them. In level 2 missions, the majority of what you fight is still frigates. Bigger guns dont hit smaller ships very well. Mabye ...
