Is it normal for agents to repeat the same missions?
Is there anyway to remove agents from available agents in a station if you already completed the missions they have?

In EVE, when you get a mission from an agent, that mission is randomly selected from a list of missions for that level. Ah ok. thanks.
So the missions never run out.
What happens if I dont accept the mission because I already completed it? Does it have any negative affect on my standing?

You can turn down one mission per agent every four hours without penalty. Turning down additional missions during that time will result in a standings hit against that agent, corp and faction.
If you have already accepted the mission, then failing to complete it will also result in a standings hit.
There is little point in turning down missions because you have alread completed it. There are not enough missions to keep you busy without plenty of repeats.

I can see how this sort of confusion can come about if a person has played other mmo's. All the other mmo's I have tried out had a fairly linear progression of quests which tell a story of sorts. However, in EVE, instead of being part of the big story of the game, missions are more of a simplistic means to an end, that end being making money. In EVE missions are just a random task to complete (similar to dungeon tasks in dark age of camelot) which have very little bearing on the overall story. This is not to say that more involved story missions do not exist, in fact they do exist in the cosmos missions, which you might have a look at once you get some standing with one of the major factions and are able to talk with the cosmos agents. <-------------------------------------------------> "Only two things are infinite, the universe and human stupidity, and I'm not sure about the former." -Albert Einstein |

This, plus Apocrypha adding in "epic arcs", which are missions with a story that you can follow (and it has many branching paths based on success, failure and choices).
