I'm not entirely sure - the actual number or percentage of the slave population released is still unknown, and so is the pre-decision population... but in all likelyhood, there are still billions, maybe even trillions of slaves in the Empire.
I would also point out that it's not exactly clear whether Jamyl's edict freed all ninth-generation-or-greater slaves at the moment of enaction, or if all 9th-generation slaves will be forever freed by her edict unless it is repealed.

Also, it was only Minmatar, if I remember correctly. Despite the Minmatar appearing as the ideal slave race, the Empire has a multitude of other slave lineages in its disposal - even some individual True Amarr are enslaved.

I doubt trillions, as there's been at least some passing comments made about there being only a few trillion people in the entire cluster. And depending on who you talk to, even that might be a very high number.
But to vaguely answer the question, it's likely there's more people still enslaved than were let go by the edict.

I'd say more than enough. Considering not all slaves could or wanted to leave, we'll have copious amounts of minimum wage labor struggling to survive. They'll wish themselves back in chains when they realize that they now have to pay themselves for their food and shelter and getting barely paid enough to make ends meet. I guess Jamyl got that from the Caldari. -------- Ideas for: Mining

The Amarr Trade Registry and Civic Court needs to look into this crap to see who are still bound by their masters, I just wish she had never came ot and did this mess dont get me wrong I respect her to the upmost just dont agree with everything she decides to do.

Let's see what the scope is.
The oldest minmatar slave families would have been enslaved since the first encounter between Amarr and the Tribes, some 800 years. This would mean tens of generations (I believe 30-40 is reasonable). Naturally, there is bound to have been some influx, but for the past 100 years (2-5 generations) the influx of Minmatar slaves would have severely diminished.
The decree has freed almost all Minmatar families enslaved before the rebellion. There are still some more recent additions to the stock, as well as Ni-Kunni and other races still numbering among the slaves, but I don't see there being any significant numbers compared to those emancipated. -----
