Is it against the EULA to read pixels from the screen for the purposes of notification?
Say I want to make a tool that scans the overview window for red pixels and makes a noise when one appears.
Here is the relevant passage:
Quote: You may not use macros or other stored rapid keystrokes or other patterns of play that facilitate acquisition of items, currency, objects, character attributes, rank or status at an accelerated rate when compared with ordinary Game play. You may not rewrite or modify the user interface or otherwise manipulate data in any way to acquire items, currency, objects, character attributes or beneficial actions not actually acquired or achieved in the Game.
Does checking pixels on the screen constitute "rewrit[ing] ... the user interface"?

your better off petitioning and asking a GM. This sounds like bacon though and that got nerfed. BTW, if they are on your overview, its probably too late if your not paying attention.

This
The general guide that I go by, is that if there is no simple interface to get the data, then don't try to retrieve it automaticly.

Yeah, I was unaware that petitions could be used for information, I thought they were just to report things

I wouldn't use them for just any question but something with a EULA question like this it's would be considered allowed and a good idea also. -- Finds camping stations from the inside much easier. Designer of Yapeal for Eve API.

I'd say that's pretty clear
