There would be no additional PvP. People who want to PvP are already doing it. You are looking at it all wrong. The 'carebears' who don't PvP and sit in empire running missions all day don't need incentives to make them go and fight. They aren't risk adverse, they are completely anti-risk.
Out of all the people in game, who are the ones who can most withstand the losses from PvP? Is it the guy who eeks out a living killing frigs and cruisers in low sec or is it the guy with billions in his wallet from level 4s who can afford to replace battleships without blinking?
If people want to PvP they will do it. They don't because they don't want to lose stuff. Giving them a free pass to shoot at negative sec pilots won't make them any more likely to shoot because if they do there's the chance they could lose.
TL;DR People who want to PvP already do. People who don't want to can't be made to. -

Incentive doesn't matter. You could put ships in lowsec belts that have a 1 billion ISK bounty and require a civilian gun to 1 volley and it still wouldn't make people go there. Because going there puts them in harm's way and they *don't* want that. If they did, they'd already be there doing it.
It's not a risk/reward thing, it's that there's any risk at all. Sure you can be suicided in high sec but this is easily avoidable and even if you don't take measures to avoid it the odds a still very low that it will happen you you.
People who play the game like that don't want to risk any amount of ISK even though they are probably best able to deal with the loss. -

How many of these people are missing out on having more fun because they just don't know better?
How do we get the message out to these people that they can find more exciting fights in lowsec/nullsec? How do we get the message out that once you have access to jump clones you can have your +5 implant cake and eat it too?
Spread the word that you can leave your "real" flesh behind in hisec safety and go on an adventure, get blown up and end up back in the safety of your own flesh back in hisec!
I'm convinced that there are many folks who think that running level 4 missions in a Golem is the pinnacle of enjoyment in EVE, and they'll get bored soon once there's nothing else they can do to pimp their ride. I want those people to stay in the game, and I'm convinced that those people just need someone to tell them, "hey! try this out!"
You are correct of course. I was making a blanket statement. I'm sure there are new players in high sec (and probably old players) who aren't involved in PvP because they don't know what it's really about. But over all there's a prevailing mentality of staying out of harm's way. If this wasn't the case then empire would be the empty part of eve and low and null sec would be bustling with activity, but it's the other way around.
There's a very large part of the population who don't want their stuff to get blown up. You can't *make* them PvP. If you try to force them into it then they will just leave. The best you can do is try to show them that it's fun. If they think so then great and if they don't it's no loss because they weren't going to do it anyway. -
