Got answers back from CCP:

Unfortunately, your processor being an AMD Ahtlon, it doesn't support SSE. But our developers are looking into this problem when drag and dropping or locking you brought to our attention. Can you please give me your Bug Report ID, so I can forward this to the relevant people directly as well please ?
Glad they are working on it, but unfortunately, non-sse processors aren't supported. But maybe this is due to the soundissues, and maybe CCP developers can fix it :) Wishful thinking...? Waiting for CCP.

is there ANY workarround 4 this? cuz i cant dragdrop anything.. its totaly unplayable, i cant move things from cargo or hanger or from anywhere.. only option is to quit game and hope ccp will do something... |

I have an Athlon 64 X2 (supports SSE, SSE2 and SSE3) and I have this extremely annoying issue as well.
Another thing that just happened is that refit doesn't work correctly. When I fit an item it doesn't go online and when I click "online" it says it is already online. Weird and makes the game practically unplayable.
And yes, I have done every standard error search in the book. This worked some days ago and now it doesn't.

I am also having this problem. I can't put items in my cargo hold. Sad to see no work around or anything has been done yet.

Well I tried uninstalling and re-installing, and it still won't do anything. I can drag it over into cargo hold, but when I try to drop the item into the cargo hold, it won't drop. The cargo hold is empty, the item is not too big, and this problem is the same in other ships as well. This sucks. :(

Thats is weird. So maybe it has to do with the new soundengine...? Have you already checked the logserver? Because the soundengine is creating some loops while dragging and dropping.
I haven't come up with a workaround yet, besides using wcpuid: Enable SSE And flashing the bios...
Please file in a petition and bug report, the more people the better I guess....

i saw post with this "workarround" befor but that only works if cpu really support SSE... i didnt saw a method or a chance to find a workarround for if cpu doesnt support SSE so it is inpossible to play:(
