Empire space is statically defined as belonging to specific empires - you'll see lots of posturing in the official fiction, but I expect the basic game design is that Empire space is stable in order to allow for a smoother new player/mining alt experience.

Okeh, on the off-chance that this is actually a legit question...
Empire space (what you call sovereign") is static. It won't ever change. There is a sanctioned form of PvP called Faction Warfare, which lets you join a special NPC corp called a militia.
Joining that militia give you license to fire on members of opposing militias without warning, anywhere in EvE. You still get penalized in terms of faction standing hits, but you will not be insta-ganked by CONCORD for firing on enemy militia menbers.
Sovereignity, on the other hand, is a EvE gameplay system where player-run corporations can lay claim to sections of space in nullsec (0.0 security) space, and maintain a claim on it. It involves setting up player-owned stations and defending them to establish sovereignity, the adding more while you defend the ones you have. Thus corporate empires are born, like Goonswarm or the (now disbanded) Band of Brothers.
So, if this wasn't a troll, now you know. And if it was....well, now you know anyway, whether or not you wanted to :)

They're not losers, they're just a bit...TOO involved in the game.
EvE has been around since 2001, and for a lot of players who have been here literally for years, it can sometimes be a bit hard to see things from a newbie's viewpoint.
Especially such basics as Empire space ans such - there have been enough trolls on thise Forums asking similar things in the past that people automatically assume "troll" when the basics get asked again.
Not defending it, just explaining it to you. It IS all in the backstory -0 admittedly, the backstory is best taken in small chunks, and is really for the roleplayers...but it does have a LOT of the basics in it as well. it's not just fluff.
EvE mechanics are a lot liek other MMOs - a lot of the world is static, etc. EvE was one of the first to have a truly dynamic part of it - which is when Sovereignity was introduced for nullsec space. Most other MMOs don't have that, and ony one came close - the now-defunct Tabula Rasa, with it's "strongholds".
Either way, gladd to see you were asking a legitimate question - as has been said before, a lot of people hare are fairly hair-trigger due to MANY, MANY trolls over the years.

another accepted troll definition here is a person that puts up comments that appear to be relevant but all they do is take up topic list space or ppl that put up questions that can be answered with minimal effort and urs is one of them
this is one of those cases where ur the stupid little kid going crazy trying to ask his question during a lecture only to find out had he intently listened to the whole lecture instead of focusing on the question he would find the answer was there the whole time
this is why they open the floor to questions AT THE END
