GM's have always told me that corp jumping is legal. People can do it daily if they want. They can jump as we can dec them. Who cares that they're using alt trial account placeholders to create the corps and that they jump within minutes of the Concord emails, it's still legal.
The newest tactic is create 2 alliances. Once your corp jumps alliances and gets a warning from the GM's for washing the wars off by alliance-hopping, you have to use a new strategy.
Keep using the two alliances and just jump between the corps in each alliance. Which I am guessing the GM's are going to say it's legal.
Say you decide to waste the ISK for fun and dec both alliances, then they could always do the Eve University trick of lameless and have alt corps in group A declare war on alt corps in group B, then absorb group B corps into the alliance to increase the dec fees exponentially.
All the carebears need to do really is link up one alliance to the other and hop corps non-stop. Worse comes to worse, do the Eve Uni scam and wait about 2 weeks for the war fees to skyrocket, and VIOLA! No more wars.
Still it's funny to see people spend so much to avoid us.

forget how much it cost uni to loose the war dec, but swear the cost was around a bil a week to keep the wars away. Shame to see others ***** out, but seems to be pretty typical tbh

Heh, would be alot different if the wardec cost were based on the attacker's size rather than the target's size. The loophole you point is nothing new and relies primarily on the atrocious cost of deccing alliances.
'Course, the whole wardec cost mechanic is in place to protect large alliances from the predations of small PvP corps. Unfortunately, it is an encouragement for blob mentality. And quite frankly, it's a steaming pile of bull shiite.
If people can form an alliance, then they should have the manpower and funds to protect themselves from a smaller entity. If not, then they shouldn't be an alliance. Simple as that.
Instead, we have CCP protecting them in order to prevent logistic routes from being disrupted. F-ing lame.

then you resort to cost saving tactics. you suicide their ops in fully insured t1 caracals, you attack them regardless and take the sec hits. sure its a pain to grind back up but im gettign heartilly sick of the lack of risk that is becoming too inherent in this game.
at least w-space is proving to be fun, they dont seem to realise its only marginally safer than hostile alliance 0.0

I'll apologize for the minor correction to your post, I detest the word carebear as used in that instance. Most of them are fairly intelligent, and don't resort to something that lame.
As for the rest, the situation does sound like it would be deemed legal. Doesn't change the fact that its just flat out lame. Mind you, I'm about as close to carebear as you can get without growing fur and I think its lame as hell.

Hasn't Eve U had a few wars lately? In fact, looking at their killboard it looks like they are currently at war with the priv alliance.
So either Eve U isn't raising the war dec costs anymore, or a bunch of people are spending loads of ISK to fight newbies.

Don't worry, novelty will wear off fast enough when they find out it's either too hard or not rewarding enough compared to the risks and effort you take. Then you can come whine in "Fix WH space!" threads about the lack of targets

There isn't much point in wardecing someone in highsec, IMHO because it is insanely easy to simply ignore it. You don't even have to be as creative as detailed in the OP. Call it carebear land if you like, but it's there for the sizeable portion who want to avoid combat. If highsec decs were crippling, the mega 0.0 guilds would "own" highsec too.

A little love note about alliance hopping mechanics...
The mechanics involved in alliance hopping do exactly as they have been coded to do. I haven't tested this latest patch yet, so it may have changed. Knowing this game, I highly doubt it.
Evesearch "iMune Exploit" for more information on this topic. The last few times I looked... the sniffy folks who archive "Eve News' (the place where all unwritten rules get hidden and exploit notifications get posted) have deleted all GM announcements to this Exploit and yet the exploit still existed. Getting a warning for some lame ass lack of programming is pretty much utter BS (and I don't mean Battleship).
I haven't been on the test server to see if it's been fixed or if the concord mail reflects any hint of what is and what isn't allowed in the rules of war. I actually have a real life with real interaction (take that you monitor tanned losers!)
My point is, the game should be able to do what it can do and does do, without any hidden rules or moral standards imposed upon the players by some group of unconscious twits. If you push The Big Red Button, and it works. Guess what, it works. Who gives a rats if some hall monitor sissy writes you up, tell them to stick and fix it!
