I propose this:
1. Eliminate CONCORD. 2. Flag all gankers immediately as "Capturable Criminals" 3. Introduce a "Criminal Capture" module that will capture gankers and hold them for faction police. (Usable by high sec-status players.) 4. Anyone "captured" by faction police is sentenced to hard labor and may not do anything else in EVE (on any character) until they mine a full freighter-load of veldspar. 5. Veldspar is used by NPC faction police to manufacture and distribute free Criminal Capture modules.
Carebears can be forced to PVP.
Griefers can be forced to mine.

I don't see the problem. I've heard a thousand times how non-consensual pvp is good for the sandbox. I don't see why non-consensual mining should be any different. "....as if 10,058 Goon voices cried out and were suddenly silenced."

While I like ganking miners as much as the next Hulkageddon participant, I don't agree.
I DO, however, think that players below -5.0 should be able to cruise around in hisec and let the players sort it out.
CCP has mentioned over and over again that they want players to be the police, so remove faction police entirely (except when it comes to FW) and let the -10 dudes roll through hisec at their own risk. If you RR them, you get GCC and die, so I don't see any problem with letting them free roam. We have a blog, it is terrible. How to fix Bounty Hunting |

Alcohol can be dangerous. Proof. There isn't anything left for you to do to Carebears. -áGo, kill them some more. They're like fungus or bacteria, they won't die and they won't stop. All you have to show for years of organized harassment campaigns against them is ... nothing. |

Interesting, but no. I do like the idea of allowing criminals to enter high sec, but having no protection from CONCORD when attacked and getting swiftly CONCORDED when engaged in even remotely illegal activity. |

I'm almost tempted to think the OP was serious... In case he was, here is an idea....
1. Eliminate Concord
2. Replace CONCORD with player based poilce force / faction police for specific region.
3. Criminals that are tagged with a -3.0 or worse can be hunted down by faction police, within their jurisdiction (regional).
4. Create a new skill for Faction Policing, where higher level unlocks Border Patrol skill that allows for jurisdiction to cross over into next jurisdiction by +1 jump per level. Have an even more advanced skill that allows for tru Bounty Hunting, extending jurisdiction to an entire Empire.
This system would create more opportunities for PVP. It would create a safer environment for miners, because a would be ganker would now have to worry more about getting podded by a player, and not an NPC. NPC kills don't register on the kill boards, these kills would.
CCP could even test this system out on a limited basis. They could start it out in the Starter areas, and then expand it from there.
The major trade hub systems (ie. Jita, Rens, etc.) could then remain under CONCORD control, and all PVP in those systems would be prohibited. No more Corporate offices or HQ's in those systems either. No mining, POSs, or PI. Nothing but safe access to trade hubs. I'm just looking for a little parity here. You have to be ready for pvp if you want to mine. It's only fair that you should have to be ready to mine if you want to pvp.
Where are all the advocates of consequences for undocking, non-consensual pvp, etc. etc. when the shoe is on the other foot?
