WTB - Legal Services.
Here's my problem. I am very well liked by the Galente Federation, the Sisters of Eve, and respected by Concord for my contribution to reducing the number of criminals in our universe.
I am however shoot on sight to the Amar Empire and getting close to it to the Caldari State ( this in spite of the fact I've brought to justice numerous Geurista pirates ).
I have no problem with being -9.5 to the Serpentis faction, I've worked quite hard to do so. However, I've done very little to either the Amar or Caldari to justify my ever descening standings. There have been the occasional misunderstandings between us, but that's usualy the result of my government appointed employment agent sending me off with obscure instructions. Combined with the fact he's kinda fussy about me turning down jobs, it's not like i can avoid these encounters.
It took hundreds of encounters to get me to -9 with serpentis, but no where near as many for me to find myself wrongly labeled a criminal to the Amar. Worst yet is that there seems to be no way for me to fix this mistake. I tried killing Geurista's but the caldari hardly seem to notice my help. ( epic mission pardon ? )
I've heard about the tag exchange but i'm not sure that it will help me out of the hole i've accidentaly dug for myself.
When I first started out standings were of no particular importance. However as my horizons have expanded ( R & D ) I've come to see the error of my ways. I want a pardon, or at least a fair trial.
Or let this serve as a lesson to new players. Think about the future. Standings are very important, both the positive and negative ones.
As a show of good faith I'm willing to invite Empress Jamyll to my pod for a nice quafe. We can settle these unfortunate misunderstandings in a friendly way.
Full disclosure -- Yes, when i heard that the Elder fleet was orbitaly bombarding Amar prime i handed out free spiced wine, but that was a defective clone that has since been recycled. Wont happen again. Promise.

Am hoping this is a LOLpost, NOBODY could be that naive and have played EvE for over two months - which you definitely have, to have gotten to -5.0 to Amarr.
Assuming it's not...
Train Social 3, Diplomacy 5. If your TRUE standing with Amarr is -5.0, that'll get you back up to -2.0. You then won't be shoot on sight - everywhere in Amarr space, anyway. Same with Caldari...since Caldari and Amarr are allied, any faction hit against Amarr counts for Caldari too - though at a lesser level.
Your Minmatar faction should be pretty good too - Gallente and Minmatar are allied.
That bit about not being able to refuse missions, even faction ones - BULLCARP. In a standard mission you know what group you're fighting against for the most part before you accept - ESPECIALLY if you use eve-survival.org in the in-game browser, and take the time to LOOK IT UP before accepting. I suggest doing so.
To get your rep back up, get Diplomacy trained up, then start doing missions for either Caldari or Amarr. It's gonna be a long grind to get you back positive - once you are though, your Connections skills should help you get into l2s or l3s just that much faster. You DID train Connections, right?
Either way, if you want positive Amarr back it's gonna be a grind of l1s - unless you can run l2s for some Caldari corp. Depends on what your rep is with corps of both factions - what you do is up to you.

Diplomacy - i thought i had it but i dont, so getting ready to train that now and hoping for the best.
Searched every available agent i have and found 2 level one agents for Khanid Kingdom who will still offer me missions so i've got a chance a fixing some of the damage.
As for refusing missions it's easier said than done. My main agent seems to be stuck in a loop and has been handing me Smash the Supplier against the Amar once a day and another mission against the caldari equally often of late. It's easy to say turn it down but then i loose the agent for the rest of the day.
I'm hoping diplomacy to level 3 or 4 gets me high enough to remove the shoot on sight and then i might try the tag exchange to get close to zero.

As a member of the Amarr bar I can tell you the Empire doesn't make provision for reconsideration of standings. Unless you start blowing up either those upstart slaves or their libertine sponsors.
Then maybe we can talk
(Also IIRC the epic mission arc nets you storyline missions... oh wait you're KoS and can't enter the necessary space. never mind)

You can use an amarr alt and run amarr or caldari missions with it then do a group turn in. I think the standings boosts are still shared. Click here for my High Security POS Service

storyline missions are mainly what messes up your standings. doing the antifaction missions doesn't help.
I honestly haven't had a reason to go to gallente space more than twice. once to get a gallente drone spec skill book, and once to do an expedition. as for minmatar space, I think I went there once to chase down some wartargets. I dont think I even made it to minmatar space
ammatar is probably your best bet right now.

I had a similar problem. I ran as many Khanid missions as it took to get me up to -2 with Ammatar. Then I ran as many Ammatar missions as it took me to get to -2 with Caldari Now I will be running as many Caldari missions as it takes me to get to -2 with Amarr.
I have lvl 4 or 5 in Social, Negotiations, Connections, Diplomacy and have stopped accepting missions against empire factions (although I miss the tags)
If I turn down a mission against an empire faction and then get offered another one, I just got probing or hit a different agent.

How do you turn in tags if they are shooting at you? The data centers in Caldari space are in space I imagine the others are too.

I understand that you have been experiencing Diplomatic problems with the hoodies. Indeed as previously mentioned visiting your local technical school for the diplomacy skill injection is a good way to trick the s****that is the amarr "empire"
you may also consider working for one of the amarr allied nations such as the traitorous ammatar, the greedy caldari, and to some extent the more unknown khanids. here is some information that willbe of some help to you.
if you are kos to those religious nutcases you may wish to tell your onboard navigation system to avoid all their territory. which should aleviate any autopilot mishaps that often occur. you will find though (as that friendly caldari above mentioned) there is no need to visit their space as you can live, work, play, and bask in the glory of the Minmatar/Gallente homeworlds.
feel free to "expand your horizons" but look closely and you will find enlightenment. . .

Thank you for all the constructive replies.
I'm happy to announce that I injected Diplomacy earlier today and the results are amazing. My KOS is gone and I've added a nice buffer to my caldari standings so those goose stepping boot lickers dont get flashy to me either.
Getting to level 4 should take about 28 hours and give me a reasonable pad.
This new skills has shown me the light as it would be. No more story lines for Fed Navy. My standings with them are good enough. At the moment the missions i run for Sisters of Eve dont seem to be doing much, but i'm going to start paying closer attention to my standings from now on and see if they're helping.
With any luck I'll be orbiting Amar Prime to welcome the Elder Fleet back any day now. I hear Jamyl's ship is in the repair shop atm

Running SOE storyline missions will hurt Caldari and Amarr faction standings, while boosting those with Gal and Min.
SOE missions are most helpful if your standings were reversed (ie good to Caldari and friends and bat to Gal and friends).

go to the minmatar space, find a caldari station and mission your life away (there are a few stations in rokofur). once you ahve sufficient standings to hang in caldari space safely, go to caldari space and do the same. then move on to amarr as soon as you can.

No, you lose him for 4 hours (as in you can't turn down another mission from that agent in that time frame without standing loss. PROTIP 1: Mission offers EXPIRE in 7 days, so once you decline one from him, if the next one he offers is bad as well, just wait it out. Go do something else, which leads into....
PROTIP 2: That corporation has more than one agent. Use a reference like eve-agents.com to find another from that corp close to you. Ignore anything in that database that lists "Veldspar Heavens" as the region - that site is run by Chribba, and the "Veldspar Heavens" region is his test region.
With both protips above, there is NEVER a reason to NOT turn down a mission.
Also, in your case:
PROTIP 3: Rumn missions for corps of the ALLIED faction, you'll get standings gains every storyline, it just won't be as much as for the one you're running missions with. So, if you want to a Caldari corp agent and ran for them, you'd get a percentage of every storyline increase for Caldari applied to your Amarr, too. So, the agent you go "do something else with" doesn't even have to be Amarr - Caldari qualifies too.

To remove shoot-on-sight completely you have to have a effective standing of GREATER than -2.0 - if your true Amarr standing is (say) -4.8, then Diplomacy V will fit the bill. IV may not be enough - since I don't know what your current standing is with Amarr, I can't say. Diplomacy can ONLY help if your true standing (standing without any Social or Diplomacy skills) is above -5.0...if it's below, than using allied faction increases is your only option. -5.0 is called the "point of no return" with a faction for that reason. Gallente/Minmatar have a "neutral" faction that you can always run missions for to get your standings up - Sisters of EvEW. Amarr/Caldari don't have that option.
Anyway, hope you're ready for a grind - try to get your corp standings up high FAST, so you can get into l2-l4s quickly - since the greater of CORPORATE or FACTION determines what missions you can run oncew you're above -2.0.

Are you saying once you go below -5 you have to get above -2 to remove shoot-on-sight? I'm below -2 for both factions and have no trouble traveling anywhere in highsec.

shoot on sight is only -5.0 effective but try to get your effective to be -4.8 to -4.9 as the server has a rounding issue and if your -4.99 you can show as -5.0
this was one of the reasons why some people were experiencing a sec status "bug" |

run mish' for gallente/minnie agents for years and during a spell in a pvp corp whilst hauling stuff to new home in a viator, i forgot to check auto-route and went through 7 amarr sytems. fortunately i was eating a bowl of rice crispies whilst watching the telly with eve on meh laptop near me. looked up and saw the warnings, shat mehself, leapt up, milk and rice crispies everywhere but managed to warp to a planet and then w20 and manually flew to the destination.
pain in the arse, but ah well.

Just got my mains Gallente standing back down. Began with -6.13. 1 level of diplomacy, 65 million in minmatar copper, brass, and silver tags. Also 1 level two minmatar storyline.
Back down to -4.31 and got my minmatar standing about back to zero as well.
alot less hectic on the trip to Dodixie now.
