Any chance that the industry index can be based of all the ore mined in that constellation and not just the system. as they is very few systems worth mining in the belts and even fewer high end ores in those systems. |

Look on the star map, you can see number of asteroid belts and/or ice belts in any given system. How much the ore is worth in any given belt is determined by which empire's space you are in (assuming high/low sec) as well as the security status of the system. Sure, individual belts might spawn with a few more high-density astroids than another, but in the long run you can expect the same kind of return from them.
As for which systems are 'worth mining' is a really complex question and heavily depends on what kind of miner you are, what the market prices are for individual minerals, how risk-adverse you are and how lazy you are. Your end purposes for the minerals, your access (or lack thereof) to refining and your hauling capacity also factor in.
I can't tell you much more without specifics. I don't make minerals. I just make ore 20% cooler. |

Assuming you're talking about null sec, because the index doesn't change in npc space, it's only based on the ore you mine in the system. Once you raise the industry level you can install upgrades that let you find hidden, better belts. I believe there is also and upgrade that lets you find better ores in regular belts.
Edit: It's also based on m3 mined. |

as the rating decays at 25% a day it's very hard to keep it up in one system even more so due to the fact that once abc minerals are gone it's better just to rat (you get your isk with out all the other jobs you need to do when mining)
The idea of the m3s mined be spaced out over the constellation would mean that miners would at least be able to mine abc ores in null and not have a lower income per a account than someone ratting (who only has to shot the red cross for his isk and not all the other tasks a miner has to do before he sees his money) |

well same system as before but right now the mining index is based on per a system, i want it based on constellation so all ore mined in that constellation adds to each systems mining index. So if the miners have to change system for what ever reason then they are still adding to the mining index of the next door systems (unless it was a constellation jump) |
