OK can someone tell me what 3% bonus to effectiveness of mining foreman gang links per level actually does? because so far there is no difference from my Eos to the Orca apart from the Orca being a flying jet can. and im currently training orca to 4
Did i waste my time training this? so far i think i did

Are you running the gang links ? They should be 3% more effective per level of industrial command ships.

The bonus is referring to the effectiveness of the mining ganglink modules that can be installed in the high slots.
So, every lvl of the orca skill will give you an extra 3% of the ganglink benefit. There are 3 that i know of; one will decrease the cap use of mining lasers, one will increase the range of mining lasers and the other will decrease the cycle time.

Rather depends on what you want an orca for... Its the biggest can in high sec available. It can tractor beam other jet cans from 70K away, so possibly, more useful than an eos... but it is upto you!

As an Orca Pilot I will answer this very simply.
With the Cycle time gang maodule running and Industrial Command Ship 4. I now reduce the cycle times of my miners by 25.2%. And increase their range to about 24k which means leass moving and more rock raping..
The other link isnt really productive.. so you can do one of two things.. you can have your miners within 1500 so they can put the ore in the belly them saelves and run a shield gang module to bost their resists. Or you can pread them out and mount a tractor to bring their cans to you.
Not to mention that with the right equipment you can hold 130is blocks of ice befor goring to the station... or 1.3 Million Veld..

my eos gives my miners a range of 22km. so far not one bit of difference in the orca, i was expecting the orca to give me better range and better cycle time of strips.
this is my current leadership skill set as regards to mining

shouldn't i be getting better range and better cycle time at 3% per lvl?

That 3% is based upon your Industrial Command Ship Skill level and nothing else.. if you only have ICS 1 then you won't see any real difference.. at level 4 it is a pretty significant difference..
I use it.. and it means a big deal to the mining fleet when I am there..
And I have tested the difference between my Orca and My vulture.. and it is significant.

OK i do have CS V so maybe this is why i don't see the difference yet.. ?

The Orca bonus is 3% per level of ICS. The Warfare Link Specialist Bonus is 10% per level. The mindlink implant is 50% Mining Director is 100% per level.
As you can see, the bonus is not significant compared to the other bonuses, but it will still be more than the Eos. (Just like the Eos gets a bonus to information warfare mindlinks). Still, 12-15% once you stack all the others on, is worthwhile IMO, because you're starting from a higher base.
Have a look at your cycle times, they should show the difference, if you only have ICS 1 you are probably losing the range difference in rounding.

do you try this in a fleet or solo? In the last case, it won't work.

there is a slight difference in time. 4 seconds from 142 to 138 seconds

138 * 1.03 = 142, so my guess is it's working dandy!

It does give the boost, but the range shown on the miner module would be rounded Example: 15 km, instead of 15,200 meters

the range has been 22km from the first time i got into the Orca and hasn't changed. it was 22km in the Eos also

Okay, so the only difference between Orca and Eos is the 3% per level of ICS. Assuming that the Eos is giving you exactly 22km range, you get:
22000 x 1.03 = 22660
Which rounded up, should show as 23km on the lasers. This leads me to believe the Eos wasn't actually giving out perfect 22km, but rather 21km and a bit, which was getting rounded up to 22km. Let's try with 21600:
21600 x 1.03 = 22248
Both 21600 and 22248 round up to 22km, even though there's a difference between them. This is probably why they look like they're giving you the same amount of bonus, but they aren't.
