For the past few month, there has been a wave of new Chinese capsular logging into Tranquility, because Serenity, the server been ruining in China since 2006, has been down for more than a month due to the bankruptcy of the CDC company.
This was no big deal for me until I noticed the recent dramatic increase in the number of GM harassment against these new accounts. On the two most popular forums in China- ECF and EveBa, there are daily reports of people seeking help because their accounts were banned. Few of them ever got their account back, and I personally have lost corp friends who got banned for borrowing a few million to buy his first drake. I'm sure the GMs got tons of petitions related to this everyday, but some how they did nothing. No, it's worse than nothing, because they even blab about their slaughter of the guilty along with the innocents.

There are a few things I'd like to address in case some of the GMs are ignorant about it. Here are some examples regarding VPN usage.
First I heard this. A guy filed a petition about GMs' oponion on VPN.

We do not explicitly dislike VPN's, but as pointed out by yourself these are used by Farmers and RMTers and the IP used by the VPN may become banned is this turns out to be the case. We would never ban an account without evidence of RMTing beyond just the IP it uses, however.

1.THERE IS NO CHINESE SERVER. There was, but it's down now, and thousands of capsulars have no place to go besides tranquility. Where do you expect them to go anyway?Carve some spaceships out of wood, rent a planetarium and play Eve Offline?
2.VPN is essential in bypassing the huge lag created by the Great Fire Wall in most areas of China, and not an reliable indicator of hacker activity. It didn't violate the EULA in any sense. How would you feel if you live in one of the 5 seconds lag part of the world and not allowed to use a VPN? Doesn't sound so good, does it?
3.100 days, two versions of the story. You can do whatever you want, why the hell do you need an EULA anyway?
Besides VPN, deadspace loot is one other thing that often gets people banned. I've heard about people got banned for picking up the loot in a trail account. I've seen paid account got banned because a rich tengu friend invited him into a 4/10 complex , and share with him half the loot money. Today one player reported that his paid main got banned as his trail alt warp into a deadspace for the first time. This is just getting ridiculous. Where would you go if suddenly you need to start anew, alone, but with all the frigate class ship experience your current game-play gave you, and a ton of free time? Minning in an industrial for less than 1M per hour?
There are more reasons CCP had given as excuses why a player can be banned for no reason. I've seen a case where a 7 day old paid guy got 2m from donation and was banned when he only have 7m in total asset, and without using VPN or deadspace or anything. Some of the bans were already overturned, but not without tons of petitions from themselves and their friends, and weeks of effort. In one case, the owner of the banned account send a petition, informed that his account was involved in RMT and got his petition closed by GM horse. So he then rated that reply 0 and explained it in detail with a petition prepared on Word, an A4 font 12 single space 7 page long article, listed the reason for everyone of his recent contract and transaction. Guess what GM horse did? He copied and pasted EULA and then closed the petition again. This case was overturned by GM Nova eventually.
Oh, and you may think I'm just another one of those ISK farmers or dirty RMTer who's only purpose is to lower the cost of selling ISK. And you are wrong. I am one of those who use his real name in game. I'm new, and I hate the idea or the practice of RMT. I'm not saying here that none of the people I heard from are isk farmers or sellers. In fact I do believe that among those who were banned there are indeed someone who is involved in RMT. But may I remind CCP that different treatment of a group of people based on not what they did but for where they are from or the condition they have no control of, is discrimination by definition. I saw how Haggis gave a promise, and how Nova broke one. And the persecution of the guilty and innocent alike without real effort to distinguish them, is irresponsible by definition. They can never be justified. |

Welcome to a server that actually gets policed* for these things. I'm sure all the people from Serenity will get the hang of it eventually
Oh and you won't get any sympathy about VPNs while CCP have assets in China. They'd have to be clinically insane to be seen to help Chinese players evade Chinese law, even when the law is extremely restrictive and extremely stupid.
Its Saturday so I give it an hour before your post gets edited and locked.

You could try escalating petition since you got different answers from different GMs - but since GM Nova is senior GM, that might not change anything.
Maybe GM Haggis just needs more training since he seems to disagree with Senior GM?

Set up a private VPN. CCP has stated (in the EULA, I believe) that they will ban accounts associated with IPs that commit RMT. You can petition them for clarification/defense.
If you need competent English to Chinese translation, 20 mil / page. Har har har. . |

one would assume CCP has more info than simple VPN IP address before permaban... at least one would hope so.
eitherway, it's unfortuante if true, but I'm not sure what choice CCP has really. |

Your pretty much feeling the wrath of CCPs crack down on macro miners. Since majority of them seem to use some form of VPN the only option to try and combat it is to ban all VPN IPs. Since really the chances of "normal" players needing to use VPN is quite slim.
Also I'm not very knowledgeable about China's firewall and rules on outside access, but CCP might be banning all Chinese IPs that try to get on Tranq due to liability issues, since they still have a office in Shanghai(at least last I heard). |

The China's firewall (Chinese often say GFW - the Great FireWall) just simply check all the inbound /outbound data packages between foreign and Chinese node, if you are a IT guy you know this could cause horrible delay or even lose the packages.
For your second concern, the CCP has no liability to ban all the Chinese IPs because there is no law to restrict Chinese player acccessing overseas game servers. |

The thing that comes to mind is: Your VPN is used my multiple people, some of which were found botting/RMTing. And so, the crackdown on everyone using that IP. Gather up the banned ones, make GODDAMN SURE no one was botting/RMTing (of those you're gathering) and send a mail asking if that is the case, explaining why you have a common IP but are hardly related at all, and not the same person. For the "donations": that, 9/10, was botted money. Likely assumed to be n-th accounts in-the-making for RMTers/botters. |

CCP has given TianCity the exclusive right to publish EVE on the Chinese Market. Enabling/encouraging Chinese players to bypass TianCity and play on the international server would undermine that business agreement.
And overall CCP does of course have a lot more to gain from continued access to the Chinese market with the support of TianCity than from accommodating a few rogue players who want to play on TQ for whatever reasons.
So, yes, CCP has a financial interest to discourage Chinese players from playing on TQ (just like they have an interest to prevent Japanese players from bypassing Nexon).

I have a Chinese friend who studied in Holland but now is back working in China. We used to play some other games together and when in China he has to use VPN and tunnelers or w/e they are called and still have hellish lag but at least semiplayable. Do you know how VPNs work? Basically, they convince the server you are connecting to that you are elsewhere by replacing your real IP with someone else's. Every time you use one, its a new IP. If you happen to land on an IP that CCP has banned through awful luck, you get flagged as an account being accessed by a known hacker / offender, and will get added to the ban list as a result.
