If I remember correctly, I've seen here and other places that alts require a separate paying account. But, everytime I log in, I see my characters pic, race, and faction on the welcome page **as well as** a blank set of these windows that are seemingly for another character to be created. So can you have another character on 1 account?

Yes, those two slots can be used for alts.

I see Alts as being those extra two slots on your main character's account. A separate account is one with another main in which you can also create another two, "alts".
So Alts and accounts are referred to separately. The major difference in having an alt is you cannot train your alt and main at the same time on that one account. And.. you can only play one character at a time per account.

I started playing 2 weeks ago and after asking around a bit I just started a second account, being able to have two characters online at the same time seems handy. The other slots I'll use for 'inactive' alts I guess.

That used to be the case pre-apoc. People would choose a set (race, bloodline, etc) that would grant them the highest start skills for a certain thing (i.e trading in Jita). However, that's not possible now...
Really, the game could be called Alts OnlineÖ now. Obviously what I say isn't always what my alliance thinks. I hate to break it to you, but this is in fact my signature. |

Two alt slots are useful to train up cyno alts to help your corporations' materiel divisions. Just train them up enough to fly an Imicus, use a Cyno generator, and fly them out to a convenient station that has cloning facilities.
Some people use the alt slots to train up trade alts, so you can have more active contracts.
Note that training the two alts on your account will require you pause training on your "main".

The source of your confusion is the loose use of the term "alts".
It is usually used to refer to characters but may or may not refer to characters on the same account. For example, if a person has 4 accounts and is using the character he has trained the most on his third account - he is NOT going to say "I'm using my 3rd Account's Main." No. That is not what he is going to say. He is going to say "I'm using an alt," with no indication as to which account that character is a part of.
The fact of the mater is, some people don't have "mains" or "alts" they just have characters and use them all in whatever manner they choose. One character may have the Learning Stick (so to speak) and be the one that is actively training on an account - but that character may or may not be the one the person uses the most.
If you only have one account - then - the concept of Alts and Mains is more common. Dividing your training time between several characters on the same account results in relatively slow progress. If you have two characters and alternate back and forth between them training them equally - it is going to take either of them twice as long to get to a certain point as if you just concentrated on training one character. Thus, people with only one account typically have one character they put the vast majority of their training time into and use that character the most. If they even have alts on that account - they were generally created with some special purpose in mind and only trained enough to fulfill that purpose. Thus trading alts. Here, the person may slant the alts attributes so that while they are worthless for anything else - the train their specially fairly fast - after which - they never train anything again. Or at least that's the idea. The trouble with that is that ... you decide you'd really rather have them do something else ... Thus, before attribute resets, there was a lot of discussion of rerolling characters to get a clean attribute start.
Anyway ...
1) You can pay CCP for as many accounts as you have the money for. 2) Each Account can have up to 3 characters at a time. 3) Only one character per account may train at a time. 4) You may only have one character active at a time but it can be any one of the three you want. There is no relationship between who is training and who is active.
Mostly, it is best to concentrate on training one character per account as any character can have any skill.
The reason to have an alternate character - is, mostly, to be able to have characters in different places - but - there are as many other reasons as there are people out there. Use the alts on your account however you want - but just be aware that there is a tremendous amount of things to skill, so dividing your training time between your alts will really slow down their development.
