It is a nice possibility but would have to be carefully tested to ensure there are no possible exploits.
This would be awesome and I would immediately replace my shuttle with a Black Ops as main high sec travel ship.
Given the paint on the Rhea even JFs should be allowed to lock on Covert Cynos (or more generally: every jump capable ship allowed in high sec), but I agree that this requires careful considerations on the possible impact.

You can try that already, attack concord in empire and jump to an 0.4 sec system.
Go on, see how well it works.

It'd be pretty awesome if Black Ops had a reasonable range... as it stands I could cyno 1 system over.
Ok, it'd be handy, but the range on Black Ops is waaaaaaay too low.

I think a fun way to 'resolve' this exploit, is to allow Concord to follow trough with cyno, kick ur Arse back, and then they cyno back into high sec.
thats the fun way.
the realistic way: you attack concord (or otherwise gain criminal status in high sec) CONCORD jams the exiting cyno field and the ship blows up on the other side.

CONCORD following through cyno, sounds pretty nice. This way you could bait these guys to low sec / 0.0 and pwn them
