Does the security status of systems change day to day (or even during the day) ?

There have been many discussions in the suggestions forums about ways to make the security status dynamic, including having the security status change each downtime dependant on the average number of players during the previous day (ie busy systems would go down, quiet ones would go up) as a way of persuading people to move around a lot more, but so far CCP has resisted doing anything of the kind.

Wow, that would be .... Currently I'm -2.5 and if my 0.8 system became 1.0 after DT .... instapop on undock. Not cool ... Or maybe a lot of 0.4 would be 0.5 trapping a bunch of people on the wrong side of life.

I believe the idea was to make it dynamic only within 0.1-0.4 and 0.5-1.0 separately. But yes, people would have to watch the changes. And it wouldn't jump two points in a single day, it would probably be split into smaller figures still.
I think part of the idea was more to move people around away from the mission hubs, as if Motsu, for instance, became 1.0 the agent their would be paying out pitifully. I'm a little sketchy on the formulas people were bandying around.
