I got a few levels of the energy systems operation which says it decreases the recharge time of your capacitor. I assumed from this it would recharge more per second but on my fittings screen the time it says my capacitor depletes in is always the same. Does it not actually make you recharge faster? If not, what skills do actually help you recharge faster?

Energy Management - increases capacitor size by 5% / level, but the recharge time stays the same, so the recharge rate increases.
Energy Systems Operation - reduces the recharge time 5% / level, so the recharge rate increases.
They both work.
You may not be seeing a difference from display rounding (for example: 20.1 and 20.3 may be displayed as 20).
Have you tested the loadout using EFT?

It does increase recharge. However the recharge rate of the capacitor is not constant. While you get the average recharge rate by dividing capacity through recharge time. At higher and very low capacitor status the recharge is well below average. With at about 30 - 40 % Capacitor getting an above average recharge.
If the time till capacitor depletion does not change in the fitting screen, that often means the cap using modules you have installed drain considerably more cap per second than the max recharge rate. So you pass the sweet spot area of cap recharge too fast for it to make a notable difference.
Also the fitting screen always assumes that all cap using modules are switched on the whole time.

The time it takes to fully recharge your capacitor is the same. However, if it's recharging (e.g.) 4,000 capacitor in 600 seconds, it should be clear that it's going to be recharging at a faster rate than if it recharges 2,000 capacitor in 600 seconds. While the recharge rate in terms of cap/second is not linear, all things being equal having x% more capacity and the same recharge time means you will recharge x% more cap/sec.
So - yes.
P.S. get hold of EFT if you haven't already - it will work out the peak cap recharge figure for you amongst others.
