Where does it say what level a mission is? I have been doing Agent missions... but the pay is terrible, and I don't have a clue what level missions they are supposed to be.
Any recommendations for some level one missions (where to go to get them)?

The agent determines the level, look closely at the label on the agent in station and it will tell you. --------------------------------------------

What effect does the Quality rating have on the mission? Or the amount the agent likes you?

Right click the agent and look at info.
Also you can find more agents by looking at faction/corp info windows, under the "agents" tab, sorted by division and level.
Everybody and their grandmother runs missions for Caldari Navy.
I favor Lai Dai, Transstellar shipping, Imperial Shipment, and Republic Security Service, as I am one of those who keeps their faction standings balanced.

Gives more LP and better standing increase.
Don't worry too much about quality.
Worry more about overcrowding.

Hi Sky Montana,
Welcome to Eve.
Firstly. The lower the Agent and the lower the quality, the lower the pay, LP payout, everything....
Next, the first thing you should do is get Social to L3 and Connections to L3. Actually get them to L4 or L5 ASAP. This will allow you to get access to Level 2 agents pretty much immediately. The -18 Quality L2 agents have much better pay than a Quality 20 L1 agent, so always go with the higher level (with the exception of the ship requirements/guidance).
Missions are designed for certain ship types: L1 - Frigate/Destroyer L2 - Destroyer/Cruiser L3 - Cruiser/BC (Battlecruiser) L4 - BC/ Battleship L5 - Multiple Battleships in a Gang
The higher the agent the more pay you will get, the more Loyaslty Points you get, etc...
AND you will also get more/better salvage and items in loot drops...

Quality itself just determines the standing requirement you need to use the agent.
Effective Quality, which includes your standing to the agent and Negotiation, determines the actual reward. Each point is a 5% difference compared to an EQ 0 agent, so a +20 EQ agent would give you a 100% bonus, while a -10 EQ agent would give you a -50% penalty for the exact same mission.
The security status of the system the agent is in also has a hidden effect on rewards - anecdotally, each 0.1 sec status difference corresponds to a 10 EQ difference.
