Yes, all moons have been explored. And yes, all the truly valuable (R64) moons are being mined by the superpowers. Often, the huge wars you read about are being fought specifically OVER these moons.
Yes, there are still moons that can be run at a profit that are available out there (R16s, mainly). BUT - any pos placed in low/nil sec, without a sufficient force to defend it, will be destroyed eventually. The more valuable the moon, the quicker that eventuality will pass.
So, as a new player - especially solo - the chance of running a moon mining operation at a profit is low. It basically depends on how long you manage to mine before you are destroyed. ---------------- Ambulation Answers

Yes, it's safe to say that any moon not being actively harvested is barely worth the expense of trying to harvest it. Well, that, or it's in a system being contested by various alliances who have fleets of dreadnoughts at their disposal.
Most if not all moons have been explored - I seem to recall to a "Moon Project" being conducted some time back. In fact, if I remember correctly the information has been incorporated into the moon maps at evemaps.dotlan.net.

On the flipside, if you do the research and are patient, you could be running a profitable moon reacting operation on a moon nobody cares about (and therefore is in no immediate danger of being attacked).

Thats all depends Akita, in some ares of lowsec, the residents treat it as a poor man's 0.0, and just spank any towers put up, even on moons with crap like gasses/titanium. I've heard stories of some alliances basically extorting large sums of isk - which they describe as 'rent' for each tower anchored in 'their' system, then subsequently bringing in a cap gang to putting in into reinforced at their own whim or when they tire of the renters.
So I reckon you need to make sure the lowsec you intend to do your reactions in isn't inhabited by a bunch of unscrupulous p***ks

That isn't surprising. Because of the large capital investment for a full, high-end reaction chain (I want to say it's something like 5-10 Billion isk, but it could be a bit less), there is room in the market to make isk simply by buying raw moon minerals in Jita, transporting them to lowsec or 0.0, performing the reaction, and transporting them again for sale.
If you want to get into this in stages with much less capital, say by doing intermediate reactions, then make sure you've carefully examined the market for those materials ahead of time.
