Yes, as the title says, the new module and cloak delay after jumping through a gate ONLY applies to 0.0. I've recreated this several times, and had other verify ... go check it yourself. While in 0.0 or nullsec, when you cloak (particularly when jumping through a gate) there is a 3 - 5 sec delay from the time you decloak to the time you can activate any modules INCLUDING your cloak. If you take the same ship, jump into lowsec or highsec, then jump to another lowsec or highsec system, THE DELAY GOES AWAY. As long as you remain in lowsec or highsec, you will no longer have the delay. If you return to 0.0 or nullsec, the module/cloak delay RETURNS.
This accidently/purposeful game breaking nerf is completely directed at 0.0 -- the main place being able to cloak immediately is REQUIRED. Please go out and test this yourself ... it is very recreatable, then come back here and help make sure this gets fixed immediately, not in the next whatever patch in the future. ________________________

confirming - no 3 sec delay in high sec to activate MWD, jump, appear (gate cloaked) align/mwd/ cloak/uncloak/warp all happens in under three secs for me

CCP please fix this. It really stinks. I haven't died to a gatecamp yet but if I jump into a bubble camp where I would need to burn back to the gate I'm pretty sure I would die.

It may or may not affect Hi/Lo but it certainly affects 0.0 with 100% effectiveness in all my tests so far.
Also, if you are decloaked during warp, out from an asteroid belt for example, you cannot reapply the cloak until your warp is over, instead you get idiotic cannot do that because of your cloak messages.
I'm assuming this would prevent stuff like cloakers shutting off their cloak whilst in warp and activating sensor boosters and ecm for landing on a pegged target. Anybody tried yet?

I completely confirm the reported topic. Is a bug or a 'unconfessable' nerf? Why just in null sec?.

Yes this happens. While in my Anathema this happens. Made a thread about it in general.

I've noticed this as well, it only happens in 0.0 though as op said, bloody annoying as well! Please resize your signature to the maximum allowed of 400 x 120 pixels with a maximum file size of 24000 bytes. Navigator
