A CEO can see inside your hanger, but i believe its only where the corp has an office..
CEO cannot see inside containers.

If there's an office in the station the CEO and people with certain roles can see what's in your hangar. They cannot look inside containers.

This.
I remember when i first joined my current corp i could see in all the member hangars for some reason and no one could figure out why (it turned out to be a glitch iirc). It was fun looking through all my corpmates piles of crap _______________________________________________

As a CEO I have had to resort to use of requesting Full API keys to investigate a large-scale theft before.
To elaborate, a large pile of minerals was stolen once from our corp office. It was in a member access hangar so yes, it was donations but it was also for corp use and not hogging all at once (as noted in the corp mails).
At any rate, I had to request Full API keys from everyone. Finally after getting everyone's API key out of them, I found a person who had basically sold a large number of minerals at that station for buy order prices. We had caught our thief.
Realize that while it may seem easy to cover your tracks in EVE, if a corporation has a clue about what's going on (I have employed the use of sec audit containers now) then you can and will probably be at least known as a thief.
Be careful.

I don't see what is wrong with him asking a simple question to be honest. Just because he asks this doesn't mean he is on the pinch. Maybe he just has some assets that he want's to keep quiet, after all not all of us like others knowing our business. Maybe, just maybe he doesn't give his CEO complete trust, which ain't a bad thing in Eve.
As for the person who said they asked for the members full API, well it's not exactly something you can demand from people in my opinion, I would quit before ever giving my full api as that can show ll business you have done, all assets you have etc. ~ ☺ A Kirra Liu Presentation. It's the security role and directors that has viewing access to individual hangars, however it's limited to locations with corp offices and containers can't be viewed either.
As for the full api key, using Eve HQ, that displays ALL items in EVERYTHING that belongs to you, including ships and containers, yes even those anchored in space.
Some corporations (probably the good ones) request the full api key as part of the application process.
