Some are, some aren't. And a lot of times it's a matter of the exact ship, pilot, skills and how you fit it that comes into play.
Look at the ships and find out which one that interest you and train for it if you want. There is nothing stopping you from training something else latter down the line. This is what everyone does. Eventually we usually fill in the gaps to be able to fly a wider range of ships latter on though when we get enough SP across the board. |

Well....
If you train for Amarr ships, you're training is focused on three big things: The type of tank you'll need (armor, in the case of Amarr), Gunnery skills (for your lasers), and Capacitor skills (again, for your lasers).
So you've just knocked out everything you need for Gallente ships, including Drones if you took it to Cruisers. All you'd need is your racial weapon skill for Hybrids.
Oh hey, you've knocked out your skills for Minmatar, too, save for shield tanking and projectile-specific skills.
You can't go wrong training Amarr, and you have two other options available to you if you choose to switch that won't totally wreck your world like going Caldari would.
EDIT: And that's why the Caldari are the bastard spawns of Satan. |

Amarr guns are great for beginning pilots, as they have a great Optimal Range. While you're learning to pilot whatever it is, you can hit for good damage while your getting close, (or getting away)
Ships are pretty Tank is decent Skills cross over to 2 other races well. |

Punisher is a great 1v1 t1 frigate, executioner makes a great tackler. So for a starting player who is looking to do PvP in Factional Warfare or RvB amarr is fine.
The Arbitrator is one of the best PvP cruisers.
The Harbinger is one of the best PvP battlecruisers, often used with a passive shield tank and gank fit.
Amarr have probably the best fleet ships in the Apocalypse and Abaddon. And the battleships are great for PvE.
Their t2 line includes the Curse, possibly the best solo PvP recon ship, and some excellent tacklers.
So they have a solid line of ships to cover most things in the game, but don't expect them all to only just use armour tanking and lasers. |

Don't be sorry. One year from now, if you look at your SP (skill points), you'll still feel new to the game. The same 3 years from now.
As for Amarr ships being good, yes. Same goes for Gallente, Caldari or FOTM... I mean Minmatar. It all comes down to what you want to do in EVE and how is your play style.
The most important thing is to have fun in this game since SP, skill and knowledge will come to you in time. This is now a game where you get you goal now or in the near future. This is a game of patience where you always aim towards a specific thing while still keeping a broader picture in mind.
As for a new player, Amarr ships are decent. It all comes down to how the different ships work and what kind of skills they require in terms of both fitting ease and user friendliness.
I, personally, love Amarr. I fly Amarr and have done so since I managed to get some knowledge of the game. Plus... it's frigging lasers in a SciFi-ish game in space. It definitely fits.
EVE is all about the right tool (read as ship) for the right task. Yes, min-maxers will/might disagree, but in the bigger picture, it simply about the right ship at the right place and precisely at the right moment. Thus, over time, you may even cross-train to fly other races' ship simply because they are the right tools for you at that moment.

every race has it's good ships and bad ships and these ships get balanced every few years. Trying to train for something now based on the fact that it's good is not a good idea as that will not always be the case.
Having said that, Amarr is the best

sorry im new to the game I don't think there is a bad race. I trained them all.
Amarr are the kings of armor, which means the bigger the ship the more likely the Amarr ships are at the top of the heap. However, heavily armored ships tend not to be ideal for small or fast combat.
About the only Amarr hulls that aren't stellar are their frigates, but one can still have a lot of fun in an autoCannon and energy neutralizer fitted Punisher. |

Amarr are fine for new players, good, solid turrets in terms of optimal/tracking falloff that basically work under most conditions without obsessing about stats, simple, heavy tanks and an easy crosstrain into Gallente (or Minmatar) later if you decide you're bored. |

Go Winmatar. It's true all races have their niche-ships, but with Winmatar, you'll be able to cover most areas at once.
They're out of balanace with the rest of the game, but as CCP doesn't seem to recognize this for years, you should be safe skilling them up.
Tthe only time they were not overpowered was the few months between the nano nerf in empyiran age and the insane projectile buff in quantum rise, which was over three years ago. Currently, CCP doesn't even acknowledge the problem, so you should be safe for another six years.
I started out as Amarr and after switching to Winmatar, I felt like using a cheat all of a sudden. |

I started as Amarr pilot. Didn't care about any other races and and their weapons. But I realized a long time ago that it was very bad mistake. Currently selling all my Amarr laser ships and buying Winmater ships. Only Amarr ships I continue to fly are missile boats. Just not worth it anymore for me to use lasers.
ib4 "train gunnery support skills": I have 10 million SP in gunnery and don't have skills to use T2 other than lasers. |

I'm fine with the "winmatar" sentiment, but it's important to point out that this fact only applies for good to really good players who know what they are doing. It also must be underlined that this is for PvP mainly.
For new pilots, there are so many other factors that are more crucial to focus on than a slight imbalance in the "endgame" between the different factions' ships.
This game is fairly balanced as it is now, and for all newbies and semi-newbies, the winmatar-factor is not an issue. Not at all.

I would actually suggest being wary of going for min ships too soon. Yes they are super, I started by training soley min, but to be their best they require such a wide range of skills. I ended up training Min from the start and it took awhile before i was happy with flying them at my current skill points.
Many of their ships use both shield or armour, and you may feel the need to train up both to fully appreciate the race, gun and missile skills sets are commonly combined and navigation skill are essential, cap skills are still important (vaga pilots will agree), just not as vital to the amarr or gall line up. Personally I felt far behind other of the same age in pvp terms compared to those who had concentrated on more pure skill sets, such as Amarrs, lasers, armour and cap, and given the choice again i would have gone and done 1 thing very well, instead of 3 not so well.
Min ships are great, and easy to cross train due to their wide range of skill set used, but they do seem to need more skills to fulfil their potential, and as a new pilot this may be an issue for you.
Hope that helps a bit =) |

I'm pretty new myself, and I went for Amarr. You get to fire lazer beams and smite the heathens of the galaxy for the one true Empress. What more could you want?
I'll just echo what several other people have said and when you're new like us it largely depends on your taste of play style and what you think you look good flying in. |
