It has always bothered me that the current implementation of CONCORD is very black and white. They ALWAYS show up in high sec space, but NEVER show up in low sec space. I personally feel that this is the reason why high sec space is so crowded, while low sec space is so empty - there is a huge difference between the safety that a .5 system provides and what a .4 system provides.
While it is true that CONCORD does have "shades of grey" in terms of response time, this really only effects suicide ganking.
What I am proposing is that as a system's security rating decreases, CONCORD stops responding to certain engagements, and sentry guns begin to lose effectiveness against more and more classes of ships. The idea being that in the higher security systems, CONCORD's protection would be unchanged. On top of this, CCP could optionally have CONCORD respond to engagements based on "blobbing" behavior. The more ships that have engaged in criminal activity in a system, the more likely that CONCORD will respond to criminal activities in the system.
Underneath "high sec space", CONCORD would stop responding to criminal activities involving frigates (perhaps destroyers), and sentry guns would have their tracking speed and sig resolution altered to be less effective against frigates. This is not to say that frigates would be immune to sentry guns, or even able to permanently tank them. This would mean that a paranoid hauler would be able to fly in these systems with relative safety so long as they properly tank their industrial ship.
As you move to even lower security systems, CONCORD would stop responding to criminal activities involving cruisers and sentry guns would have their tracking speed and sig resolution further nerfed so they lose effectiveness against cruisers. Because of this, CONCORD and Sentry guns would lose even more effectiveness against frigates. Thus haulers would not only have to worry about tanking cruisers, but they would also have to worry about possibly needing to destroy/escape frigates.
This regression of CONCORD protection would continue until CONCORD stops responding to all criminal activities what so ever. As the security status of a system decreases, pilots would have to worry about protecting themselves against larger and larger ships.
I envision that such changes would encourage piracy in smaller ships within "middle security space". This would mean that a carebear in this space would be protected from larger ships which they would have no chance against due to the differences in PvE and PvP setups, but would have to protect him/herself against smaller ships. I daresay that it would be relatively easy for a battleships to pack some light drones, or use their unbonused high slots for Neuts or frigate/cruiser sized weapons.
The unfortunate side effect of such a change, would mean that newer players who are still in their rookie ship would be more vulnerable in middle security space, but this could be a good thing. This would encourage a sort of behavior where new pilots are encouraged to explore less secure areas of space as they get into bigger ships, or as they learn how to use their smaller ships more effectively. While most of EVE would rather avoid the concept that bigger=better, I would like to point out that the concept being encouraged here is NOT bigger=better, but that bigger=more survivable as far as carebears are concerned. For pirates, the concept being encouraged would be that smaller ships can go deeper into high sec and avoid CONCORD's attention.
So, what do you all think? Flame away, as I realise that low-sec, high-sec and CONCORD are all touchy subjects for pirates and carebears alike, though for entirely different reasons

While it is somewhat embarrassing that I didn't search for similar ideas before posting this, in my defense, the objectives of that idea are different from this one. That thread uses the idea of simply putting a weakened version of CONCORD into med sec space, which smaller ships would probably be unlikely to survive against. His idea would result in med sec space being just a bit less risky than low sec space, as PvE fitted ships would have to prepare to survive against any size ship.
My idea is to have CONCORD ignore smaller ships in med sec space, thus allowing newer players who can not fly/fit a battleship or battlecruiser to engage in piracy with smaller ships. Also, carebears would only have to risk having their PvE fitted ships get shot at by smaller ships (ignoring suicide ganks). THis results in carebears being exposed to less risk than low sec, but more risk than high sec.

I would have to agree with you Taedrin, but in the real world there are places that even the police are very reluctant to go into because of the fact that any outsiders are shot at on sight regardless of who they are.
Perhaps a new branch of CONCORD:Special Operations Command, should be looked into for actions requiring their presence. We all know that those abysmal dregs that frequent the lowest of the null sectors is where all of the high sector problems come from. CONCORD won't go in because of the nature of the retalitory methods used by the Null Sector Dregs to exact vengenace upon the law enforcement officer. To the NSD, everyone is a targer, the NSD have no restrictions in their fight, a transport full of children on an innocent sightseeing school trip to a nebula makes just as good as a target does a transport of flight of CONCORD Troopers or Local Patrol. The only type of trooper that is capable of standing against the NSD is a SPOC, someone that does not have any ties to anyone in New Eden, no family, no friends, no contacts except for the trooper beside them.
I motion that the SPecOpCom or SPOC be formed immediately from the various races of New Edens displaced citizens. They will be picked up off of the streets and trained to conduct operations against NSD's when they are called upon. They will respond to only those who have a -10 standing placed on them, a 1 billion isk bounty and will have to have faction standings with 25-50% of those they have been in contact with having set them to -10 standings. The SPOC's can also patrol the lanes in their tech three faction ships looking for "other" criminals as well.

Not a bad idea, I'm definitely a fan of making true high sec piracy possible. Noob areas should be protected, but I don't consider jita/rens/dodixie/amarr or most of the rest of high sec "noob areas". Putting pirates at some disadvantage is good but making any attack just suicide really sucks tbh. So yeah, frigate pirate gangs in 0.8 sec should be possible as should cruiser pirates in a 0.6 or so. I'd leave 0.4 the point at which concord just stops showing up. Maybe allow the navy to come but they would need to be heavily delayed and need to be some of the weaker navy ships that you could reasonably kill solo with a BS.
On a related note, the navy would need to be adjusted to match. Currently outlaws are attacked on sight and chased by the navy. Fast ships can get away but there is no way to attack another player with them on your tail. For this to work the navy would have to be on the same page as concord for the most part.

Not really, CONCORD would still operate the same in high sector .5 and above. The SPOC's would be the specialist NPC's that would activity chase pilots with -10 standings that come into high sector. The SPOC's would also have the fastest and most lethal DPS of any NPC corp in New Eden. They would also have tier 5 warp scramblers or 10 point warp scrams to hold any 0.0 NSD ship in place while reinforcements arrived to finish the NSD off. Another cool function would be the ability to warp to the fight and watch the SPOC take the NSD down. Once the SPOC had the NSD warp scrammed a notification would pop up in local and a warp to point would show up on the overview.
It would also be nice to see those that liken theirself to being pirates to go back into low sector and null sector and pirate there. It seems that the high sector pirate can only call their self a pirate in regards to being able to flip another pilots can and then call in their buddies once they have been aggressed, or even better war decin' the corp that attacked them saying that the reason for the war dec was because of the fact that the pirate flipped the can, thus flagging him as a criminal and was then popped by the cans owner for stealing, but the pirate says that it was the can owers fault that he was war dec'd because the can owner had the choice of either attacking or not attacking the pirate. So because the can owner popped the pirate who made the choice to steal to begin with then the can owner should be made to bear the responsibility of a war dec from the pirate's corporation.
The only thing that this says about the pirates that engage in this manner of excuse's for their can flipping is that they cannot survive in low and null sector and have to prey on the high sector populace where they want everyone to think that they are big bad tough piwates. |

There arrival get broadcast in local about a minuet or so before they do show up to crack down on the system and they only hang around the gates and stations for say half an hour or so before despawning. and I think it would be preferbale if this was a factional navey (and thus killable/tankable) over concord.

This could work, except two messages would be displayed one saying that Concord is on it's way to the area and will be on site in 30 seconds. This type of message says that someone is watching for CONCORD. The response time would vary to the arrival of SPOC as well as a random amount of time of them being on site, this way a pattern could not be formed by the criminals. Once on site SPOC would attack any ships, with devastating affect, based on their security status. Even if the criminals showed up with a carrier, the SPOC's would then warp in five carriers to crush the criminal carrier. The second message displayed would not be a message at all, this would say that the CONCORD watcher had either been caught, got scared and ran off or was otherwise discreetly dispatched.

I think some of you missed Taedrin's original point of making some parts of high sec less safe. High sec is more than safe enough, you don't need special concord npc's chasing every -10 in a shuttle that just happens to pass through. The navy already does that anyways. Typically their response time is faster than concord too.
The core idea is to allow pirates in small ships to pirate in medium sec. That way your missioning BS is safe from king rothgar's Abaddon but that mean ole pirate might still pay you a visit in his rifter.

No the idea is too run all of the NSD's out of high sector so they can pollute null sector only with their vile and unlawful methods. Why would a NSD want to come into high sector anyway? They should be tough to never want to come into high sector.
