i think that the idea of skilling up every second of every day falls short of what the game offers and should offer.
i propose that you have another option . . .
when you are not learning a skill at the moment every pre learnt skill gets a 1 percent boost to what it effects.
their are some skills that would not be affected by this new feature such as most of the trading, science, and corp management skills (and a few others)
an EX i want to be more effective in combat so i turn off my current skill that im learning and all my skill boones that i have already learnt get a 1 percent boost such as i have navigation to LV 5 so instead of only reciving a 25% boost to speed i get a 26% boost to speed, just like my guns will get a 1% boost to dps and falloff and optimal.
this feature does not depend on how much you have learnt a skill just as long as you have trained it atleast to LVL 1.
(FLAMERS read slowly)--> you dont get a 1% per LVL you get a 1% for the entire skill
who this would affect just about everyone whether you are mission running or pvping or mining or scanning ect.
if you wish to get a small boost to every thing and are willing to sacrifice skill training time then this would help you in every aspect.
the only way that this 1% would stack is if you had multiple skills that would effect the same thing such as - having gunnery skill and a ship skill and sergecal strike that all effected the dps of the wepond system in use (this is just one of the few times when the 1% would stack up to a 3%)
the negatives- not many becasue everyone would have the option to use the feature.

an interesting idea, but why would i stop training my skills for a few 1% bonuses?
a 5% i might take, but not a 1%

I dunno, they did just recently add a skill queue. Also your subject line is horribly not-informative.
Also this feature would open up another form of meta gaming in PvP, where the instant you see someone go through the gate disable your skills and get a 1% boost. Then after he's dead you put your skill back on, and the minute or two doesn't really matter in terms of skill training but the 1% to everything in combat does. --- Koyama Ise, Applying logic in areas where it is logical to do so. |

these are all valid points so their would be time limits on how soon you could reactivate you skill such as if you disengage for the 1% boost it would be in effect for atleast an hour and then you could switch back to a skill.
but over all i want to instill the idea that this game is truely great because it is so complex and for us just to have to options of being on a skill or not is pointless, we need more options.
the feature of skill training needs to be much more complex because it can be such a great assect to the content of the game, than what it is now.

It's not a bad idea. 2% would be better though, it might make up for the limitation of only being able to train one character at a time. But it shouldn't apply to level 0 (injected but untrained) or level 5 skills because a lot of older characters already have all the skills they need at level 5 and this would just be a permanent bonus for them. |

thats a nicer way to refine the idea, and i must admit i hadn't thought of how it would affect alts on the same account.

Problem here is the diminishing returns make it even less useful to train level V. Assume a skill which grants 5% bonus (to whatever) per level. The modified bonuses would be: I - 7% II - 12% III - 17% IV - 22% V - 25% So that the 30 minutes training time gets you a 7% increase, whereas the 12 days training time gets you a 3% increase and the ability to train again. Perhaps better would be a 10% bonus to the bonus the level training gives you. Using the same example above: Level - unmodified bonus - bonus for not training - overall bonus: I - 5% - 0.5% - 5.5% II - 10% - 1% - 11% III - 15% - 1.5% - 16.5% IV - 20% - 2% - 22% V - 25% - 0% - 25%
That said, I think the whole idea is unecessary
