Hi, I'm completely fresh to Eve so i started doing the tutorials. I was half way through the business tutorial chain when I wanted to stop and do something else; so I click decline for that mission (since there's a note saying I can do this every 4 hours)
Now when I want to continue with that chain, the agent says "I have no jobs for you". I asked in the rookie chat, and was referred to agent standings. Again, checking the standings they're currently "satisfactory" which is the same level as other agents who will talk to me.
Are there any bright sparks out there who can explain what's happening?

It's pretty straightforward: when you decline/fail a mission in a multi-part chain, the whole chain is terminated. What you ought to have done is just simply not accepted that mission, since the offer is good for a week. You could have just come back later, talked to the agent again and accepted that mission.
The reason the agent won't talk to you now is that unlike normal agents, tutorial agents are a one-shot thing with the tutorial mission chain, so once that's no longer available for some reason, they won't have any missions to offer you. It's nothing to do with standings in this case (though it would be if you went to a higher-level "normal" agent who said something similar).
I'm not sure if tutorial agents are intended to work like this (it would make sense if you could replay the missions multiple times with one character anyway). However with tutorial missions if you file a petition, they're usually very good about resetting things so that you can carry on from where you left off.

For future reference, just click delay if you get bored with a mission chain. It lets the mission stand there for 3-7 days so you can come back later and accept it.

Related to this : If you delay a mission in the epic arc, does it never reset ? I'd like to do that arc, but my char is not welcome in Caldari space and I'm not sure if the arc also has missions in Caldari highsec. --- Sol: A microwarp drive? In a battleship? Are you insane? what about if you delay it and it expires? is that the same as declining?
