Black Ops: Can jump itself or set up a jump portal. 1) A black ops can jump itself to a cyno or covert cyno 2) A black ops can creat a jump portal that allows other covert ops vessels to go through it. However, the portal can only "bridge" to a covert cyno. Also, just as a ship would use fuel to jump to a cyno, a black ops will use fuel to allow other cov ops to use the portal (I think the fuel amount used is dependent on the mass of the ship using the portal, not sure).
Back to basics of cyno 101 for the Op:
You MUST be in a fleet with someone BEFORE they light a cyno. Once in fleet, your friend (or alt) sets the cyno, and you can right click on his name in the fleet window and pick "jump to." As long as you are in range, you can jump to him. Always make sure you are in range. Google (yahoo, bing, pick your poison ) eve jump planner. Use it to choose your skills, start system and end system. It will tell you how many systems you need to jump to to get from point A to point B (if B is too far from A, you may have to jump to C and D first). Also tells you amount of fuel you will need, though that can be wrong.
As for ships: The ships with jump drives have been listed. -If you are moving rigged ships other than industrials (haulers & barges), you will need a carrier, as it is the only ship with a ship hangar that can carry non-industrial ships. About to get a nerf on how much in items it can carry though -If you are moving just items and / or industrial ships, go with a rorqual. It has a large cargo capacity, which I don't THINK is about to get nerfed in apoc 1.5, and can fit industrial ships in its ship maintenance bay. -If you are hauling just items and repackaged ships from 0.0 to high sec, your best option is a jump freighter. However, a JF costs roughly 4.5 BILLION ISK. By comparison, a rorqual costs 1.5 billion isk. If you just move stuff around 0.0, get a rorq. But if you MUST get stuff into high-sec with this ship, you have to get a jump freighter, since it is the only one of the above listed that can enter high sec. -One last note about cyno's: A cyno cannot be used in high sec. So, if you are in 0.0 and want to get to high sec in a JF (or black ops can also go to high sec), you must jump to the last low-sec system before high sec, then start jumping through gates. You can, however, jump from high-sec to a cyno set in low-sec. Summary: you can jump out of, but not into high-sec.
