Okay so
I have a negative security status and am in the Gallente Federation (militia).
Basically, I can't go into any space higher than 0.6 security without being shot by police. Anyway, I fly through and the police web me and shoot me into warp. That starts an aggression countdown towards the Federation Navy.
So, when I get back into 0.5 space, I should be fine right? Welp, because I have an aggression countdown towards the Federation Navy I am welcomed with a message saying "Enemies of the Federation are not welcome here!"
FUN. So now I'm shot at by the crappier version of the police. Which brings me to my issue.
Why are our war targets who are truly hated by our federation shot at with pea shooters and the criminals are given the iron fist? I got blown up in a 0.7 with a fully tanked Myrmidon in about 5 seconds by CRIMINAL police, but if I putz around in 0.5 with an aggression timer against Fed Navy their guns tickle.
WHY CAN'T THIS BE FIXED? |

Yea, this makes as much sense as warping through planets, moons, stations, etc. It's one of those pesky nessicary evils of Eve that we all hate, but can do nothing because the alternative is much worse. Miltia warfare is suppose to be DOABLE, not against Criminal Police, or Concord WTFPWN damage.
So yea, it sucks, but I really can't see an alternative. The mechanics that are screwing you are in place for issues that are bigger than you, me, or anyone. *The Epic Fail*

Makes sense to me, if you are a criminal then the entire universe hates you and you get bbq'd. If just half the universe hates you (FW) then you get a lot lower police.
Are you really saying you want criminals to be able to bypass the harsh police just because they enter FW?
If you can't handle being a criminal then don't go negative security you pansy. |

You get faction navy aggro, thats got a 15 minute timer
its like having a GCC on a gate, you end up with aggro from the gate guns that has its own timer.
Whats annoying is when you dock for 20+ minutes and the navy still shoots you. I petitioned it, I wasnt crazy, bug report is in. |

What is there to fix? This is an opinion about balance. Who told you that it cannot be changed? What is your suggestion?
The faction navy is meant to give the defending forces an edge, not completely disallow hostile forces from entering the system. Before Empyrean age the faction Navy would tickle you the same way regardless of security system. After Empyrean age we decided to put them to better use and have them scale with the security status of the solar system they are deployed in. |

3) Why when the police warp scramble do they not deactivate my warp status, giving me a chance to dock?

I want the police to damage faction warfare targets a lot more than they currently do.
Having 15 war targets camping outside your station in highsec while they're occupying the weak police elsewhere is really broken in my opinion.

Think I understand what is being asked for here.
Semi-Pirate Enters High Sec and is Free to Travel in any 0.5 Sec system as his Sec Status isn't quite bad enough to be shoot on site no matter where he goes.
He enters a 0.6 where his Sec Status Dictates that he be shot at by the Faction Police as he's a Naughty Boy.
All well and good and in the Spirit of the Game so far.
He then travels back into a 0.5 where he shouldn't be under fire from the Faction Police as he can Legally be in that system, however, as he maintains the Aggression Countdown from the 0.6 the Police Shoots him here regardless.
Potential Solution - Remove the Timer for Aggression for the Faction Police for entering a system. Instead have it on a Flag per System basis. If you can Legally enter a system, you do not get engaged at all by the Police, no matter what system you were in Last. If you can't then you do however, this will not confer a GCC unless you've done something else that would normally get you a GCC (like shooting another Player in Lowsec).
Being under a GCC will override this and you'll be shot at in any High Sec regardless of whether you're normally able to travel through there without problems.
This would be a seperate Mechanic from the Faction Navy which would engage you regardless of your security level if your standings with that empire were low enough.
Being an Outlaw AND in Bad Standings with an Empire (For example, a Member of Ushra'Khan that has Low Standings with Amarr and a Low Security Standing entering an area of Amarr Space) would result in you being engaged by BOTH the Navy and the Police. Not exactly the best of Situations to be in, but this would be the Logical Consequences of your Actions ---------------

I'd like to point out that its your own fault for having a negative security status. I think you should train Diplomacy, quit the militia, and start grinding missions to improve your security status.

In your posts you sound like you have a problem with the Navy rather than the Police. But these questions are aimed at the police.

Close to everything is possible, but special casing the aggression for militias even more is probably not feasible at this time.

They don't. You are confusing the police and the navy. Police responds to criminals (low concord security standing). Military responds to people with low faction standing and people who have signed up for factional warfare.
The faction military has the following roles;
- Provide decent protection for FW participants partaking in non-combat activities in higher high-sec systems of their faction - Provide an edge in the lower high-sec systems to the defendants - Prevent FW participants from the opposing faction to run completely unhindered across high-sec - Prevent FW participants from the opposing faction to camp higher high-sec
(The last point is of course always possible if you bring enough people and tank well enough)
I think the current implementation meets these points pretty much spot on.

The faction police and faction navy seem to be seperate. One does wtfpwn damage to criminals and the faction navy does poopoo damage against war targets OR criminals flagged previously by POLICE.

Okay now I am irate.
I did some shopping in Gallente highsec. I got shot by police. It started an aggression countdown to Federation Navy.
I move through and dock up in 0.5 system next door to the system I need to eventually be in which is also 0.5. I wait out my 15 minute aggression countdown to Federation Navy and undock.
Awesome, no police yelling at me. So I warp to the next gate and jump into the 0.5 I need to be in.
Then I get warned that Enemies of the Federation are not welcome here -- THIS IS AFTER I WAS FINE IN A 0.5 JUST A MINUTE AGO.
WHAT THE HELL IS GOING ON?! I am now WASTING my TIME waiting for another 15 minute aggression timer. Then what, what next? I undock and it repeats? I CANT PLAY WITH THIS WHEN THE TIMER LIES/IS WRONG. IT NEEDS TO BE FIXED ALONG WITH THE POLICE SHOOTING ME WHEN I'M IN THEIR FREAKING FEDERATION.

seems ******ed to me that your sec status is -4.3 and r getting flagged by police in a 0.5 system, seems buggy and ******ed, i dont what gives, but the definitely need to fix it |

I support the issues raised in this thread!
I've been a victim of this on numerous occasions and while I've learned to live with it, losing multiple ships to poorly thought out mechanics is a bit needless.

I disagree with the 2nd point. I have seen WTs come into a 0.5 system and have one person tank the pathetic navy and the rest of the fleet camp a station with zero navy NPCs engaging. I dont understand how or why this is acceptable.

faction navy: shoots at hostile militia folks, folk who their faction doesn't like (-5.0 faction standings), and maybe at folk who aid them, too faction police: shoots at folk with sec status too low for the system CONCORD: shoots at folk who commit criminal acts
-> Stressing here that most folk think of 'CONCORD' as the 'police', but that 'faction police' refer to different things. <-
Do you by any chance have a Gallente faction standing under -5.0? If I understand correctly, you would still be able to join FW if your corp (average) standings met the requirement, but then you'd be shot at by the Caldari Navy in Caldari space, and the Gallente police in 0.6 or higher due to outlaw status, and also by the Gallente Navy in 0.5 or higher due to them hating your guts, despite being in the militia. And none of this has anything to do with CONCORD, which only shows up if you do something illegal like shooting a neutral in high-sec.
There was another possible issue involving counters being reset with each session change, but you said you docked up and waited a full 20 minutes, so this should not be an issue.
If none of the above conditions apply, then you probably ought to petition (this probably qualifies as a 'stuck' petition) and see what you get as an answer.

I wasn't aware of the difference between navy/police
I had a rather drunk post a while ago about this same issue. 2 week suspension even
jumped into a 1.0 with -2.4, and well damn good standings to both caldari state and Caldari navy, yet they shoot at ya anyways
hell I even devoted a bit of my bio to this cause (and can't fit the disclaimer at the bottom properly, although my large green mooninite is probably the problem there)

oh and PPS:
aggression timers are messed up. -2.3 or something and in a .5 with no aggression timer you cannot cloak because the police are chasing you, fixed itself on the next jump
