Immediately upon undocking from Aclan IX- M2, I encountered two Serpentis Protectors and two Serpentis Harvesters within 58k of the station. After dispatching these criminals, a discussion with my friends led to this idea.
1.) Criminals should, completely at random, launch attacks upon NPC stations. (about once a week or so)
2.) These attacks would only occur in systems with less than 200 players.
3.) If docked while the attack occurs, players would receive a message from the local agent (if there is one) along the lines of "we are under attack. All available ships please help us repel (criminal faction name)."
4.) Participating in repelling the attack will give a small standing boost with the station.

Good idea... To expand upon it... Why not make it enemy factions, not just criminal. This way people could raise standings with pirate factions that have gone past the point of no return. Example.. The Caldari Navy recieve intel of an offense being prepared on their assets and launches an attack on the Guristas rally point (station, system). |

I wouldn't mind random npc patrols through hostile territory as well, maybe supply convoys too. For that matter, hidden pirate cosmos-style agents. Completion of missions could trigger the events.

I've been all for more NPC vs. NPC combat. I know it might be a little resource intensive from the AI side, but I think CCP should look into it more.
This is a good basic concept to start off. I would love to see more complex NPC interactions within various faction spaces. Small raiding fleet instances would not only make life a little more diverse, but give CCP a simple starting point to build more complex and robust social mechanics for the NPCs.
