In an effort to reduce the amount of character scams, GM workload and player frustration, the following changes are being made to the announcements concerning character sales or auctions for ISK.
- The 'For Sale/Auction' post must be made by the character being offered. This is being added to prevent scams for characters that have been misrepresented, banned, non-existent, etc.
- You must disclose whether or not the character being sold has a negative balance in its wallet and the amount.
- The character being sold must receive the ISK for the purchase.
- The sell post must reflect the character correctly, posting that the character you're selling has more skillpoints or ISK than it actually has is a bannable offence.
- The character being sold must be stripped of ingame assets of any significant value before being transferred. Items cannot be listed among the character's valuable assets, only skills, implants and reputation. You are buying/selling the character ONLY and nothing else. Ships and items can be readily bought on the market for ISK.
- You may only bump threads ONCE Per day. Date is determined by the date on the forum, not the date where you live.
- The new owner of the character may NOT pass himself off as the original owner.
- The character for sale must be from an active account, you cannot trade characters from inactive accounts.
- The character being sold must be in an NPC corporation.
- The character being sold must be older than 14 days old to avoid accidental transfers.
- The selling of accounts is prohibited, characters may only be sold individually.
- The owner of the character being sold is responsible for the character transfer fee paid to CCP.
- Prior to leaving a corporation, the character to be sold MUST send a corp-wide EVE mail stating that they are going to be sold and will be leaving for an NPC corporation.
- When a character is sold, please modify the topic title to reflect this to help other forum patrons know what characters are still available.
- All scams involving character transfers are prohibited.
These changes are effective immediately. Existing announcements are exempt but edits made after the time of the announcement must follow the above rules. Posts made after this announcement will be edited with a link to this thread or deleted without notification. We apologize for the additional inconvenience.
Please post below with any rule change, new rule submission or resource you feel useful for fellow players or something you want to bring to our attention.
Agreements on the forums or in game, or winning an auction does not guarantee a character will be transferred to you. The seller may choose to renege on a deal at any time, prior to the transaction being completed

I paid around 3 years ago for 20 million sp character, 1.4 billion isk. And now characters that are 70 mil sp, are worth over apparently, 20 billion... Thats over 500-700 euro! Whats more considerable is... increase the isk worth of GTCs, if people can afford to spend on characters of up to 20 billion isk, then increase the 60GTC to 5 billion isk. As paying 14.95 a month is cheaper anyway...

When ghost training went away, prices were bound to go up. Since there is no more "unpaid" character training of lvl V skills, high-sp characters with lvl V training became a commodity. Isn't it ironic? To think that some people think that taking away ghost training hurt the character sellers. LULZ. ________________________________ It never hurts to help! |

Can someone tell me exactly how a character transfer works? Like after a price has been agreed on, how does one transfer the character to another person or account? I ate a Carebear once...couldn't quit farting rainbows for a month. |

CCP Zymurgist, per this thread, could you add in the rules lotteries are not allowed for character transfers? Lotteries do crop up once and a while and this is the first time I've seen them be officially disallowed.
As well, any chance for adding an addendum regarding how long a seller has to complete transfer of a character after receiving the ISK? I know transfers can be halted at any time, but the character should be sent in a reasonable amount of time or the ISK returned. There have never to my knowledge been clear rules pertaining to this.
Finally, the dispute process. Can clear direction be given in the sticky to clearly state where to petition, details required for the petition and expected resolution time? This is particularity important with word some players are being hit with ISK penalties AFTER characters are transferred. There is no way for potential buyers to know of TOS violations or suspect activity by previous owners within the bounds of the game. The penalties incurred can be insurmountable, especially after spending a large amouint of ISK on a new character.
Thanks for addressing these issues, we all want to see a clean, safe and efficient Character Sales forum.

I like to trancfere one my character to another my accaunt. They are both have same e-mail. 1) Is it require to create topic in Character Bazar forum? 2) All my isk and items will trancfer with my character to another account?

I received a mail of player in game : Did you steal the character yourself or did you buy it off someone? I bought that char on this forum for 8Billions approx 6 months ago, can someone tell me what would happen to it if this character had really been stolen in the past? Would it be removed from my account? Would i lose the 8 billions i spend for it? time i spend training it on all assets he can get? Thanks for info.

I want to transfere this char (Commander Kay) to another account I have. The problem is that you do not except payment from Debit Cards or Paypal. These are the only 2 ways I can pay, So I am stuck not being able to train this char and the other she shares the account with at the same time.
Would CCP please let us use Debit Cards and or Paypal please. Both have the same traceable signatures as Credit Cards so they are just as secure.

If the character being sold must recieve the isk how does that work? I recieve isk then must transfer it to another character within a certain time? How exactly does the ISK/character transfer take place.
Im cornfused.

I transfer the ISK to another character of mine on the same account just to be sure if the ISK trail is investigated, its easier to prove no laundering/impropriety is being done. I also comment in the comment field while transferring isk the name of the character that sold: i.e., Character Sale - Dotard.
You should do your utmost to transfer the ISK, then the character ASAP. If possible meaning literally within minutes of sale confirmation, receipt of the ISK, transfer of the ISK to an alt character then transferring the character to the buyer's account. As to a timeframe allowed, I'm not sure this has been clarified in the rules but I know if I have sent ISK for a character I expect receipt within 24 hrs max. before asking for return of the ISK, or petitioning if the seller gives no response to requests for an ETA on the transaction.

Updates to the rule page: Rule 15 is now Rule 16. Rule 15 now states that Lotteries are no longer valid methods of selling a character. Auctions and buyouts are still OK.

I've been looking to purchase a character lately. In browsing the character bazaar forum, I've been seeing an increasing number of threads involving scams. One thing that would make me much much more comfortable would be seeing character transfer transactions being done to API account numbers rather than login NAMES. If you give a scammer your login NAME...they are halfway to hacking an account. If given a simple account number that cannot be used to login...there's just a bit of added security added to these transactions.
Just an opinion.

I have a couple of questions please.
First, someone asked about using paypal. Where can I read about using paypal?
Second, Zymurgist you stated in number 3 that, "The character being sold must receive the ISK for the purchase." This is unclear to me. Does that mean that if J Edgar is being sold then J Edgar must recieve the isk payment? If yes then I need to transfer the isk off of J Edgar before the transfer is complete. I need clarification please.
Third, where can I read the breakdown of any fees associated with selling a character? Like there is some transfer fee that the seller must pay. How much is that and what other costs are involved? If I train a character for 3 months then I would say 3 months of subscription fees apply. Anything else?
