I saw this in a public channel, what the person is doing is subscribing to the service then charging ISK for it. I petitioned the char and was told it was not a EULA violation. I don't understand how this is not a EULA violation. Does this mean that I can pay someone ISK for weekly deliveries of food? To mow my lawn? That is basically indirect RMT is it not?

You can ask people for ISK donations in exchange for out-of-game services IIRC.
What you can't do is charge real money in exchange for in-game stuff, be it ISK or things more bizarre. Legend tells of a pirate who made someone order pizza for him as ransom for his ship in-game.
Some of this stuff is kind of grey area, but what you definitely can't do is charge people money for ISK or items, which is what RMT is. The situations you described above don't really qualify.

Voice services like ventrilo and ts may be rented for isk. Its the same with direct eve related things like setting up a killboard or making a forum signature.
You may not understand it but whats to understand? That is ccps policy on these things and they have made this clear on several occasions. And no you may not pay someone with isk for mowing your lawn - that is where the line is drawn. And i am too lazy to dig respectve gm comments out of eve-search. Do it yourself if you don't believe me. --

You forgot one detail. He got the pizza delivery people to write '**** YOU' (or something like that) in the lid of the pizza box.
Anyway, tbh, I think most of the people who get ridiculously enraged about internet spaceships would prefer paying RL money than isk for a ransom.
