Help me put a list together of viable solo ships for the money. Not looking at ships that you can force into being a solo ship, but rather ships that naturally lend themselves to it.
Sticking with hulls that are 150 mill or less.
T1 frigates Rifter Punisher Incursus Tristan
T2 frigates Jaguar/Wolf Vengeance (lol?) Enyo/Ishkur Harpy Taranis Crusader/Malediction
T1 Cruisers Arbitrator Caracal Moa Thorax Vexor Rupture Bellicose?
T2 Cruisers Ishtar Vagabond Sacrilege? Cerberus? Eagle? Basically all the Recons
What doesn't belong on here, what does? What are the best at the job? I'll take a stab at that one.
Punisher/Rifter/Incursus
Rupture/Vexor/Thorax/Caracal
Jaguar/Ishkur/Harpy/Taranis
Vagabond/Ishtar/Curse/Rapier/Lachesis/Rook
Is this the short list of viable solo ships?

T1 frigates, you forgot the merlin, it's a surprisingly solid little boat.
T2 frigates the crow is also a very capable solo ship, i'd tie it with the rail taranis as the best ranged solo interceptor.
The Cerb and Eagle i wouldn't call solo ships because they lack the agility, they can be pressed into that role but i wouldn't call it their natural territory. _________________________________________________ Lifeboat ----> + Human |

Really, solo is all about the bang for the buck.
I'd say: - Rifter - Rupture - Cyclone (Hurricane if you're feeling spendy)
- Kestrel - Caracal - Drake
- Vexor - Thorax - Brutix - Myrm
- Arbitrator - Harbinger

The cane is hardly "expensive". The difference is tiny with insurance.

You missed the Merlin for the Caldari lineup, and the Caracal is hilariously bad solo for engaging pretty much anything but frigates.
Edit: actually screw it, you missed so many ships I can't be bothered fixing it.

Inre: Bellicose --- I can see an argument. Biggest point being, no one is gunna be nervous about one.
I was leaving BCs out because of agility, etc etc. Same with Dominix.

'Tiny' is such a relative term don't you think? It's at least a couple mil, and additionally the Cane doesn't do the solo shield buffer tank thing as well as the Cyclone (Cane usually lacks a web). Most people tell you "shield rigs are cheap, you're stupid for not using them" - but that's an extra 15-20M when you lose the ship!
But I've survived in this game for years on a *very* minimal amount of mission running, and I do that by *NOT* flying Hurricanes even though the difference with insurance is "tiny". Also, how many ships have you bought with insurance, and then had the insurance lapse because you don't lose it? Lots? Me too.

Cane might be relatively cheap, but the cyclone is actually cheaper to lose than a rupture after insurance.
About the bellicose, if flown properly it can beat quite a lot of the t1 cruisers, granted it was a much better ship back before QR speednerf but still works nicely if you know what to do.

If you find the price difference, even before insurance, between a cane and a clone then you're either less than a month old or really, really bad at making isk. Also, you shouldn't be losing ships often enough for it to matter anyway, unless you're also really, really bad at pvp. The OP also mentions hulls cheaper than 150mil, which should give you an idea of what he's looking at spending on a pvp ship, and in case you were wondering that means that no, he would not be looking at the cane as an expensive ship.

Now for some on-topic discussion: There are so many solo-viable ships out there it'd be ridiculous to name them all. That being said, here's my list of the best ones (assuming that within the limit of 150mil hulls isk is not a problem) (these are in order of preference btw)
Curse: Very, VERY few ships can go toe to toe with a curse. If the curse can't kill it it's probably something easy for the curse to get away from, and you can engage ships from every shipclass, if it's within neut range it's fair game, be it a ceptor or a BS.
Pilgrim: Weaker than the curse and has fewer options in terms of what to engage, but it can choose its fights much more easily, you won't kill as often but you're much, much less likely to die.
Rook: Not experienced with this one myself but I'm told it does awesome damage while still being a jamming machine, but because of how its flown you need massive testes at V to fly the thing (oh and caldari cruiser V, a skill which I refuse to train :P )
Vagabond: Still good at the tried and true minmatar ideals of G and TFO. Still very important because most any ship can be fit to kill stuff, the problem usually comes from fleets of other stuff forming up to kill you.
Ishtar: More DPS, less GTFO than the vaga, can engage more than the vaga can since you've got a drone for every job.
Taranis: Lotso-DPS for a ceptor, and I mean LOTS. Main problem is like all blaster boats it only really works in web range (if you want to kill anything bigger than a frig), which means your GTFO-ability is damn near non-existent after you engage, but still really good while moving around/trying to avoid a hostile fleet.
There are a lot more, but those are IMO the most practical assuming you can afford them. That being said the face-melting navy vexor has got to be my favorite, cheaper than a hac with the DPS of a command ship. Awesome. Most fun ship in the game IMO, but it's made of paper and has a hard time disengaging, oh well :P

But some people even solo pvp in these, I'd say its all about proper target selection and having a solid plan.
My personal favourites are Vagabond, Pilgrim, Huginn, Rapier, in that order I guess. Basically because I enjoy flying these the most, not necessarily because of their performance, but they all do kinda well imo.
If you ask me, if you are not loaded with Isk I'd use t2 hulls carefully, meaning work your way up with targets. Doing that you dont really lose many ships, its not about being the most skilled pvper of the world but rather being aware of the situation and bail if needed.
If you wanna leroy anything in sight go with t1 hulls.
One tip that saved my ass countless times: when soloing, avoid webrange like the plague, and try to pick stuff that is slower than you are (hence why I like the vagabond, still have my first one I bought for like 78mill isk ages ago).

Solo PVP, with very few execptions, is asking to get your ass handed to you by a gank squad - especially when you're new and don't have a sixth sense about when there's a ganksquad around the corner. It's as simple as that, and 150M even for the people who claim to be 'excellent' at missions is 5 hours worth of work. 5 hours worth of work, and quite possibly 15-20 missions. Are you ****ing ****ting me?!

They're scattered all over Eve, actually, and it's a tossup whether it's actually more boring to fly over and pick up/sell them or run more missions to replace them. Besides, I'm sure I'll eventually make it back over there.

When I play Eve, I PVP. Right now, I'm not playing Eve at all because my home internet connection has gone to ****. I even went so far as to disable my accounts (obviously that's still pending) until I can get it resolved. However, that doesn't change that I've played Eve (which means PVP'ing or looking for PVP) for quite possibly a few thousand hours, and not a trivial amount of time this patch. Furthermore, I do so successfully. I'd say that qualifies me to be able to give advice.

You're a fool. Battlecruisers are *better* solo ships than HACs if you want to keep on keeping on. This is especially true since the nano nerf. At solo PVP engagement ranges (<24km), BCs simply kick HAC ass - and with relatively small losses in agility. Simply put, a solo HAC engages and you can either run or force it to disengage (depending). A solo BS engages and you can run. The only thing to worry about is inties and gangs.
As for the Cyclone vs Cane, consider: 5x 425mm AC, 3x HAM MWD, Disruptor, Web, LSE, Invuln 3x Gyro, DC 4x Hammerhead
6x 425mm AC, 2x HAM MWD, Disruptor, 2x LSE 3x Gyro, 2x Nano, DC 4x Hob, 1x Ham
What's the difference? The Cyclone has a web, which keeps it safe from smaller things - like Assault frigs. Who wins in a fight between them? In my experience, it comes down to pilot+player skill - which usually means me in the Cyclone. :)

4. I'm good at calculating risks well and don't engage unless I am pretty sure it's a reasonable fight (or I'm bored...)

I'm surprised you include the Taranis but not AF's in general (Wolf, Jag, Harpy, Ishkur specifically).
