nothing is really 'best' since there's all kinds out there and different people prefer different things, but most common are probably:
Adobe Premier Adobe After Effects (more suited to making fancy intros and things rather than a whole movie) Sony Vegas
I use Vegas myself, it's nice since it's quite powerful in terms of what it can do (though it does have it's flaws) and it's pretty easy to pick up. Also it can preview in real-time w/ audio which a lot of editing suites can't do, which definately makes editing much easier. It can render to .WMV too, which can be nice.
generally most vids posted here are in .WMV format since it's decent for EVE vids, plays on pretty much any PC and most things render to it, however a lot of vids are done in .MKV format which gives much better quality for smaller filesize, but that's a little more complicated. (there's guides around if you wanna do that though)

Edited by: DarkXeRoX on 11/08/2009 03:07:09 Windows Movie Maker isnt too bad to start with, but its pretty basic but ya got to start somewhere. ( basicly drop n drag and a few clicks further u got a movie )
Then there is Adobe Premiere Pro wich is a bit more advanced and alows for better rendering.
There is also Sony Vegas wich is also a good program. ( originaly a sound editing app with video later added )
Adobe After Effects is basicly what the title says its more for adding special fx to movies and also for flashy intros etc. ( http://www.videocopilot.net has some nice tutorials )
Export wise :
Most use Windows Media Video codec 9 (unless there is a new one) wich is basicly .wmv , good thing about this is that anybody with a windows xp pc or better can play it without the need of extra codec installs etc, downside can be the larger file sized but fairly good quality overall.
Others tend to use .mkv wich can be a bit of a hazzle to work with and also requires a decent pc to run, also requires the person that wants to watch your movie to install codecs for it and have a decent pc to run it.
Small tips :
When recording your game its best to record it to a different harddrive as where ur game and windows run on. ( fraps = win )
Always make your movies in the same resolution as your footage and mostly best for the fps aswell.
Do some test renders to see if the quality comes out ok before u render the whole movie, u dont want to spend alot of time rendering and finding out that the settings wernt great.
Dont use every transition u can find in the program your using in the one movie.
Try to find some tunes that realy go with the movie.
I hope some of this information helped, feel free to drop me a line ingame if u got any questions.
Great movies are a combination of good footage with good music, bad music with good footage can make it a pain to watch and visa versa. Dont stick any kill u recorded into a movie, put in the bits that realy stand out of normal fights. ( ones that are very close fights or outnumbered battles etc. )
quick edit : make sure u turn on fraps or whatever u use to record when a fight starts i tend to forget that with the good fights -.-
