It makes no sense
I now am in Ammold have a mission offered to pick something up from here and take it to Pator, but I have to go to Pator to accept the mission, then go back to Ammold and grab the thing and go to Pator to deliver it.
I need to make two trips, this is a stupid, wasteful game mechanic
I thought ccp wanted more speed

The new newb mission arcs allow you to contact your agent from space. The new lvl 4 arcs should be alike, I guess.
That said, whatever speeds up doing missions is bad.

The example of the offered mission that requires you to pick up an item at station B, and deliver it to station A where the contact lives is perfect. If I'm already in system with Station B, and get a message that the contact wants the item, why should I have to travel to his station to accept the mission, then fly back to where I was to pick up the item---I should be able to just get the item upon receipt of the mission.
The stated reason in the signing of contracts---which I could do before recieving payment for a deed already accomplished.

Yeah it doesn't make a whole lot of sense that an agent can send a mission request that shows up in your log, even if you're out in space, and you can't contact them. You can also complete a mission remotely (delivery types) but can't request one. You can talk to the agent, but they won't give you a mission offer unless you in the same station.
This is a game with very futuristic technology, with countless means of communication, but agents have strict protocol on when they talk to you with respect to where you are.
If it's a time-sink, just say so. (CCP representatives, not trolls who think they are)

While we're at it can we have a 'give me money' button that adds 100,000,000 ISK to my account every time I press it. Add a 10 seconds cycle time so it's fair.

Travel for the sake of wasting time is more than likely the only reason things work as they do.
Agents refuse to issue the mission unless you're in person. Oddly enough, you can confirm and "cash in" any mission from any station, provided you didn't have to return an item first. Any mission that says "Just go kill everyone and report back" can be handed in from the first station you visit. The mission agent will always be at the top of the list above any other agents that may live in that station.
Corporate applications are the same way. Why do we have to travel so far, to visit an office, to file an application? I can sit right here at my desk in the US, and apply for a job at a McDonalds in Tokyo if I wanted. And yet I have to travel lightyears to turn in an app for some corp. It'd make sense if I had to physically meet with the CEO or a Director, and thus had to be in the same station as they were. But I just have to make sure I drop my little note in their mailbox directly...
A lot of wasted travel time could be cut down by fixing these simple issues. But CCP would rather use their time making sure Contracts are worded right instead.

you realise this would have basically no effect on the combat missions which are the main problem with empire missions. It's main effect would be with courier missions which have a pitiful reward and it's already completely screwed thanks to the autobalancer.... or have you guys never actually done a mission and just whining/trolling? ------------------------------

Having to travel/dock takes time an therefore lowers mission runner income. Which is good. Haven't done courier missions, but semi-afk hauling shouldn't be boosted, either.
